F/S Affirming That The City Council And The Mayor Will Work Cooperatively And Collaboratively With The Department Of Justice (DOJ) Should It Choose To Conduct A Comprehensive Review Into Whether There Has Been A Pattern Or Practice Of Civil Rights Violations By The Albuquerque Police Department (Garduño, Lewis)

AFFIRMING THAT THE CITY COUNCIL AND THE MAYOR WILL WORK COOPERATIVELY AND COLLABORATIVELY WITH THE DEPARTMENT OF JUSTICE (DOJ) SHOULD IT CHOOSE TO CONDUCT A COMPREHENSIVE REVIEW INTO WHETHER THERE HAS BEEN A PATTERN OR PRACTICE OF CIVIL RIGHTS VIOLATIONS BY THE ALBUQUERQUE POLICE DEPARTMENT.
WHEREAS, the DOJ conducts “pattern or practice” investigations of local law enforcement agencies if it determines that such investigations are warranted and DOJ involvement can bring about a sustained change where necessary; and
WHEREAS, the DOJ has begun reviewing whether a “pattern or practice” investigation should be conducted with regard to the Albuquerque Police Department; and
WHEREAS, should the DOJ choose to conduct a comprehensive review of APD recruitment and training practices and operating procedures, the DOJ may identify issues that can be addressed by APD; and
WHEREAS, the City Council has received concerns from public advocacy groups of systemic profiling and questions about whether APD Officers are receiving appropriate training; and
WHEREAS, a local law enforcement agency cannot be effective unless it
reduces crime, protects individual constitutional rights and engenders public
confidence; and
WHEREAS, a loss of the public's confidence in APD and its leadership will
have a devastating impact on the community; and
WHEREAS, should the DOJ choose to conduct an investigation, the City Council and the Mayor will fully cooperate and will work ...
