REPEALING R-02-124 AND ACKNOWLEDGING THE METROPOLITAN TRANSPORTATION BOARD'S DESIGNATION OF UNIVERSE BOULEVARD NW AS A MINOR ARTERIAL.
WHEREAS, Council Bill No. R-02-124 adopted on September 9, 2002 imposed a moratorium on street connections, utility connections and development along the newly-constructed section of Universe Boulevard NW; and
WHEREAS, the stated purpose of that moratorium was to maintain the long-term designation of the newly-constructed section of Universe Boulevard as a local street and to prevent the newly-constructed section of Universe Boulevard from becoming a permanent collector or arterial street because of development along the newly-constructed section of the Universe Boulevard corridor; and
WHEREAS, the Metropolitan Transportation Board of the Mid-Region Council of Governments, which is made up of elected officials from all of the jurisdictions in the Albuquerque Metropolitan Planning Area, establishes road classifications in the Future Albuquerque Area Bikeways and Streets document, which is updated every four years; and
WHEREAS, these functional classifications are codified in the Long Range Roadway System map in the Future Albuquerque Area Bikeways and Streets document; and
WHEREAS, the Long Range Roadway System map reflects long range transportation system policies adopted collectively by local elected officials and provides a framework for short- and medium-range planning and development projects in the Albuquerque urban area; and
