RELATING TO CAPITAL PROJECTS; CREATING AN UNSER BOULEVARD EXTENSION PROJECT - COMPASS DRIVE TO LYONS BOULEVARD; APPROPRIATING FUNDS IN THE TRANSPORTATION INFRASTRUCTURE TAX FUND 340.
WHEREAS, Coors Blvd. is currently the only North South arterial alternative to I-25 for Westside residents; and
WHEREAS, during peak times the traffic on I-25 and Coors Blvd. is often in gridlock; and
WHEREAS, completion of the Unser Blvd corridor would help to reduce the traffic flow along Coors Blvd. and I-25 during these peak times, and assist the East/ West traffic; and
WHEREAS, Unser Boulevard would relieve pressure on the I-25 / PDN interchange as it would provide an additional north-south route to I-40 for west side traffic; and
WHEREAS, Unser Boulevard is of regional significance and its completion is a priority; and
WHEREAS, mass transit and other high occupancy modes of travel require a ground transportation system to function, the concept of serving a large portion of the project corridor would be impossible without the construction of some form of roadway improvement; and
WHEREAS, the Unser Middle Transportation Corridor Study Final Environmental Impact Study, prepared in 1992 states that Unser Boulevard has been on the long-range transportation plans for the City of Albuquerque since the mid-1950's; and
WHEREAS, at the April 10, 2009 meeting of the MRCOG, the Transportation Coordination Committee recommended a change to the 2010-2015 TIP to include funds for completion of the southern portion of Unser Blvd., from Artisco Blvd. to Paseo del Norte; and
