Approving and Authorizing The Filing of Grant Application For The 2009 Drug Recognition Expert (DRE) Program With The State of New Mexico Department of Transportation, Traffic Safety Bureau and Providing An Appropriation To The City of Albuquerque (Jones)

APPROVING AND AUTHORIZING THE FILING OF THE ATTACHED GRANT APPLICATION FOR THE 2009 DRUG RECOGNITION EXPERT (DRE) PROGRAM WITH THE STATE OF NEW MEXICO DEPARTMENT OF TRANSPORTATION, TRAFFIC SAFETY BUREAU AND PROVIDING AN APPROPRIATION TO THE CITY OF ALBUQUERQUE.
WHEREAS, the City of Albuquerque has as one of its goals to enhance local law enforcement efforts thereby providing for the public safety and welfare; and
WHEREAS, the DRE program is a nationally recognized program by the National Highway and Traffic Safety Administration (NHTSA) to certify law enforcement officers statewide in the detection and apprehension of drug impaired drivers; and
WHEREAS, the purpose of the 2009 DRE grant is to increase the number of certified DRE officers and provides the officers with the necessary training and equipment to conduct drug impaired evaluations on individuals suspected of driving under the influence of illegal or prescription drugs; and
WHEREAS, grant funds in the amount of $96,653 for this purpose are requested from the State of New Mexico Department of Transportation, Traffic Safety Bureau; and
WHEREAS, the City of Albuquerque is desirous of applying for these funds for which indirect costs of $704 and FICA charges of $174 are required to support this grant and are available in the FY/09 Transfer to Operating Grants Fund Program in the General Fund.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. That the attached grant application for the 2009 Drug Recognition Expert Program is hereby made a part of this resolution and is hereby approved and its submission and filing with the appropriate official or office of the State of New Mexico, Department of Transportation, Traffic Safety Bureau is in all respects approved.
Section 2. That upon award, funds in the amount of $96,653 from the State of New Mexico Department of Transportation, Traffic Safety Bureau and indirect costs of $704 and FICA charges of $174 from the FY09 Transfer to Operating Grants Fund Program in the General Fund are hereby appropriated to the Albuquerque Police Department for the Drug Recognition Expert Program.
