Requiring The Administration To Present Evidence That The City's Safe Traffic Operations Program Contributes To Traffic Safety (Winter)

REQUIRING THE ADMINISTRATION TO PRESENT EVIDENCE THAT THE CITY'S SAFE TRAFFIC OPERATIONS PROGRAM CONTRIBUTES TO TRAFFIC SAFETY.
WHEREAS, on November 9, 2005, City Council enactment O-2005-65 became effective authorizing the creation of the Safe Traffic Operations Program ("STOP") to deal with drivers who violate the requirement to obey red lights and not to speed in school zones; and
WHEREAS, the STOP has since been expanded to deal with speeding violations at other locations; and
WHEREAS, the City of Albuquerque web-site states that the goal of the red light camera enforcement program is to "reduce violations, prevent crashes, avoid injuries, and most importantly save lives"; and
WHEREAS, the Mayor asserts that a one week discontinuance of the red light camera program caused a 100% increase in traffic violations in the City; and
WHEREAS, there is evidence as whether the STOP is effective that is not being provided to the City Council; and
WHEREAS, it has been announced that the City Council will be asked, following the current New Mexico legislative session, to approve a multi-year extension of the contract with Redflex to continue the STOP; and
WHEREAS, the City Council should have the best available information on whether the STOP works prior to approving a multi-year extension.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. Within 60 days of the adoption of this Resolution the Administration shall deliver to the City Council all available information that either supports or refutes the claim that the STOP prevents accidents and saves lives.
Section 2. The information provided to the City Council shall not be anecdotal but shall be supported by verifiable evidence.
