Providing Additional Funding For A Memorial Honoring New Mexico's Fallen In The Wars In Afghanistan and Iraq (Harris, Jones)

PROVIDING ADDITIONAL FUNDING FOR A MEMORIAL HONORING NEW MEXICO'S FALLEN IN THE WARS IN AFGHANISTAN AND IRAQ.
WHEREAS, since the tragic events of September 11, 2001, the United States has been involved in wars in Afghanistan and Iraq; and
WHEREAS, hundreds of thousands of brave men and women in the United States military have sacrificed by leaving family, friends, jobs, and security to risk their lives abroad in Operation Enduring Freedom and Operation Iraqi Freedom; and
WHEREAS, more than 4,000 of those brave men and women have fallen in combat in Afghanistan and Iraq since September 11, 2001; and
WHEREAS, the City of Albuquerque seeks to honor the sacrifice of the New Mexican heroes who have fallen in these operations, and convey the City's respect, sympathy and profound gratitude to the families and friends of those who have sacrificed everything in the service of our nation; and
WHEREAS, the City Council previously set aside $124,000 in funding for the design and construction of a memorial to New Mexico's fallen in these operations, and the State legislature has granted the City an additional $22,000, for a total of $146,000; and
WHEREAS, the City Council desires that the memorial be located at the Veterans' Memorial Park located on Louisiana Boulevard; and
WHEREAS, per Section 2-6-10-2 ROA 1994, the City's Veterans' Memorial is located within an official city park; and
WHEREAS, per Section 2-6-10-2 ROA 1994, the Veterans' Memorial Park serves as a community facility which identifies and honors the shared experiences of all New Mexico Veterans in all U.S. Military actions and has facilities needed for private and public ceremonies to honor New Mexico's veterans; and
WHEREAS, the total cost of the project is estimated to be $300,000, leaving a total of $154,000 of the project unfunded; and
WHEREAS, the City Councillors from Districts 8 and 9 have "set aside" funds available from which to fully fund the remainder of the memorial.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1.  That Attachment A to F/S R-07-175, which specifies the use of the Council set aside funding from the 2007 General Obligation bond program, is amended as follows:  
A.      The scope of the District 8, Park Improvements and Amenities project is amended to read "Design, construct, equip and install park improvements for the benefit of District 8."
B.      The scope of the District 9, Community/Senior Center Enhancements Project is amended to read "Design, install, equip, replace, repair and construct improvements for community enhancement projects and for  Community and Senior Center projects for the benefit of District 9."
Section 2.  That $77,000 in funding from Project Number 7354350, District 8 Park Improvements & Amenities, is to be used to provide funding for the design, engineering, construction, equipping, furnishing and improving of a memorial to New Mexico's fallen in Afghanistan and Iraq.
Section 3.  That $77,000 in funding from Project Number 7353140, District 9 Community/Senior Center Enhancements Project, is to be used to provide funding for the design, engineering, construction, equipping, furnishing and improving of a memorial to New Mexico's fallen in Afghanistan and Iraq.
