F/S Requesting the Administration to Create a Committee to Address Cruising Issues and Alternatives to Cruising; Establishing a Pilot Program of Activities for Youth in the NE Heights; Requiring a Report (Payne)

Requesting The Administration Create Two Committees To Address Cruising Issues And Alternatives To Cruising; Establishing Pilot Programs Of Activities For Youth In The Northeast Heights And The West Side; Requiring Reports.
WHEREAS, cruising and drag racing on Montgomery Boulevard and cruising West Central have created safety hazards to motorists, pedestrians and property; and
WHEREAS, less dangerous alternative activities in the Northeast Heights and the West Side areas would decrease the number of young vehicle operators engaging in cruising and drag racing on Montgomery Boulevard and cruising West Central; and
WHEREAS, two committees comprised of knowledgeable people representing impacted interest groups and parties from each area could consider solutions and remedies to cruising and drag racing and develop and evaluate various alternatives to cruising and drag racing; and
WHEREAS, successful programs of youth activities developed for the Northeast Heights and West Side areas by the aforementioned committees could be implemented in other parts of the city to entice young people away from cruising and drag racing.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. That the Administration appoint a committee comprised of four youth representatives from the Northeast Heights area; two representatives from the Northeast Heights business community; two representatives from neighborhood associations bordering Montgomery Boulevard; one representative of the faith community; one representative of the Albuquerque Police Department; one representative of the YMCA; one representative from the Mayor's office; two representatives from the City Council and any other participants deemed desirable by the Administration.
Section 2. That the Administration appoint a committee comprised of four youth representatives from the West Side area; two representatives from the West Side business community; two representatives from neighborhood associations bordering West Central and one representative of the faith community; one representative of the Albuquerque Police Department; one representative of the YMCA; one representative from the Mayor's office; two representatives from the City Council; and any other participants deemed desirable by the Administration.
Section 3. That each of the aforementioned committees conduct surveys to determine alternatives to cruising and also possible alternative locations for youth activities in their respective areas.
Section 4. That each of the aforementioned committees submit a report with its recommendations to the City Council within four months of its inaugural meeting. The committees will include estimated costs of recommended alternative activities and identify possible funding sources to implement the programs.
Section 5. That the aforementioned committees operate under the auspices and with the staffing assistance of the Family and Community Services Department.
Section 6. That the Administration establish a pilot program of cruising alternative activities for young people in the Northeast Heights and the West Side based on the aforementioned committees' reports.
Section 7. That the pilot programs, when deemed successful, be implemented in other areas of the city.
