ESTABLISHING THE CITY'S INFRASTRUCTURE CAPITAL IMPROVEMENTS PLAN (ICIP) PRIORITIES FOR 2026.
WHEREAS, the City of Albuquerque's Infrastructure Capital Improvement Plan ("ICIP") is a comprehensive, multi-year strategic plan designed to identify, prioritize, and fund critical capital projects aimed at maintaining, modernizing, and expanding the City's essential infrastructure and public facilities; and
WHEREAS, the Administration and City Council have worked together to make critical capital investments for communities across the City; and
WHEREAS, community members are experiencing housing insecurity and rising rental costs, increasing the need for more affordable, transitional, and supportive housing and investments in our homeless facilities to help foster stability, dignity, and equitable access to safe living environments; and
WHEREAS, modern public safety challenges require robust and responsive measures, including enhancing technology, equipment and facilities to improve emergency response, protect lives, and ensure that Albuquerque Community Safety, Albuquerque Fire Rescue and the Albuquerque Police Department are equipped to meet the evolving needs of the community; and
WHEREAS, revitalizing urban areas through strategic projects like the Rail Trail, not only stimulates economic growth and contributes to placemaking, it enhances connectivity by linking neighborhoods which strengthens our communities; and
WHEREAS, investments in energy efficiency and climate resilient infrastructure will mitigate environmental effects, reduce operational costs, and ensure long-term sustainability and safety for all residents; and
