APPROVING AND AUTHORIZING ACCEPTANCE OF A FEDERAL GRANT FOR ACQUISITION OF THE DIAMOND ROCK PROPERTY FOR PROTECTION AND MANAGEMENT IN THE MAJOR PUBLIC OPEN SPACE PROGRAM.
WHEREAS, the Department of the Interior, National Park Service administers the Land and Water Conservation Fund (LWCF) grant program for Federal assistance to the States, and through the States to local governmental jurisdictions, on a matching basis for up to fifty percent of the total project-related allowable costs for the acquisition of land and development of facilities for public outdoor recreation; and
WHEREAS, the New Mexico Energy, Minerals and Natural Resources Department, State Parks Division is designated as the State Liaison Office to administer the LWCF program at the State level; and
WHEREAS, the 2017 Albuquerque/Bernalillo County Comprehensive Plan identifies goals for Major Public Open Space as protecting the integrity and quality of the region's natural features, providing outdoor recreation and education, and shaping the urban form; and
WHEREAS, the City Council through Resolution 2021-134 established a list of priorities for future Open Space acquisitions, identifying immediate priorities and special provisions for certain properties; and
WHEREAS, the Diamond Rock property in the Four Hills area is on the list of properties approved and adopted for acquisition and inclusion in the Major Public Open Space system; and
WHEREAS, the City purchased the Diamond Rock property in 2023 with General Obligation Bond Open Space Land Acquisition Funds; and
