TAKING MEASURES TO IMPROVE SAFETY FOR BICYCLISTS, PEDESTRIANS, AND OTHER VULNERABLE ROAD USERS.
WHEREAS, the City of Albuquerque is moving to amend the Traffic Code to incorporate best practices for protecting vulnerable road users, including bicyclists and pedestrians; and
WHEREAS, the City should lead by example by ensuring City employees who operate motor vehicles are trained to protect vulnerable road users; and
WHEREAS, changes to traffic laws should be accompanied by a comprehensive public education effort to ensure broad awareness and compliance.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
SECTION 1. Improving City Motor Vehicle Operator Instruction Regarding Vulnerable Road Users.
(A) The Administration shall review the Training for City Operators Permit program and all other City training courses for individuals authorized to operate motor vehicles to ensure the courses adequately address protecting vulnerable road users.
(B) The Administration shall review the trainings provided to APD on following the new traffic code to ensure the training adequately addresses the protection of vulnerable road users. The Administration shall create an updated Enforcement Plan as to how APD will administer the updated traffic code.
(C) The Administration shall report findings of the review and actions taken, including changes made to City trainings and APD's enforcement plan, to the City Council within 120 days of the effective date of this Resolution.
SECTION 2. Public Education Related to Traffic Law Changes.
