Declaring The City Of Albuquerque's Commitment To Develop A Cooperative Partnership With Albuquerque Public Schools For The Purpose Of Cooperative Transportation Planning For The Benefit Of The Citizens Of The Albuquerque Metropolitan Area (Benton)

DECLARING THE CITY OF ALBUQUERQUE'S COMMITMENT TO DEVELOP A COOPERATIVE PARTNERSHIP WITH ALBUQUERQUE PUBLIC SCHOOLS FOR THE PURPOSE OF COOPERATIVE TRANSPORTATION PLANNING FOR THE BENEFIT OF THE CITIZENS OF THE ALBUQUERQUE METROPOLITAN AREA.
WHEREAS, Albuquerque Public Schools ("APS") is the largest school district in the State with nearly 90,000 students attending 139 schools, and over 14,000 teachers and employees; and
WHEREAS, a majority of APS schools and facilities are located within the municipal limits of the City of Albuquerque; and
WHEREAS, APS schools and facilities are generally not subject to the jurisdiction of the City's on-site land use and development regulations; and
WHEREAS, given its number of facilities, students and employees, APS schools and facilities present broad off-site community impacts in the form of traffic safety issues, congestion, and land use compatibility issues; and
WHEREAS, present and future impacts associated with APS schools and facilities can be proactively addressed if cooperative planning takes place and an enhanced, constructive working relationship is established between the City and APS; and
WHEREAS, a healthy partnership between APS and the City can result in more efficient delivery of services and the ability of faculty, staff and students to access APS schools and facilities while protecting community values and avoiding conflicts.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
