WHEREAS, emerging technologies, including artificial intelligence, automated decision systems, machine learning, biometric tools, and other advanced analytics, are increasingly being used by public-sector organizations and require thoughtful governance to ensure they are deployed responsibly; and
WHEREAS, the City Council convened the Artificial Intelligence Working Group through the enactment of R-24-81 to assess these technologies and develop recommendations for their ethical, equitable, and effective use across City Departments; and
WHEREAS, the Working Group delivered its recommendations on how to develop artificial intelligence governance framework through EC-25-485, outlining ethical standards, public engagement measures, risk assessment methods, training expectations, and a multi-year implementation plan for the City's use of artificial intelligence as an emerging technology; and
WHEREAS, the Working Group identified the need for an advisory body to act as a bridge between city operations and the community, and to support ongoing evaluation, oversight, public engagement, and expert guidance on emerging technologies that may significantly affect civil rights, public safety, privacy, service delivery, or community trust; and
WHEREAS, establishing an Emerging Technology Advisory Board will help the City to maintain a consistent, informed, and community-centered approach to reviewing high-risk technologies such as artificial intelligence, advising on policy and procurement decisions, and supporting responsible implementation of Artificial Intelligence Ordinance (ROA 1994...
