REDUCING A FISCAL YEAR 2015 APPROPRIATION FOR CLEAN AND SAFE SERVICES FOR THE DOWNTOWN AREA; MAKING APPROPRIATIONS FOR DOWNTOWN CLEAN AND SAFE SERVICES AND FOR DOWNTOWN ABQ MAINSTREET IN FISCAL YEAR 16.

                     WHEREAS, C/S R-14-143 made an appropriation of $400,000 for the Downtown Action Team for the purpose of continuing the Block by Block contract for cleaning and hospitality services in the downtown area; and

                     WHEREAS, R-15-178 adjusted the appropriation to allow the City to contract directly with Block by Block to continue clean and safe services; and

                     WHEREAS, the contract amount with Block by Block is less than the amount of the appropriation; and

                     WHEREAS, the City desires to maintain an economically vital and vibrant downtown for its residents, visitors and tourists; and sees an economically healthy downtown as one of its critical assets; and

                     WHEREAS, the City recognizes its traditional commercial core as representing a key part of the unique history and culture of our community; and

                     WHEREAS, the City wishes to renew and maintain a livable, walkable town center with opportunities to shop, work, live and discover recreational, cultural and heritage opportunities; and

                     WHEREAS, DowntownABQ MainStreet works with the City and the New Mexico Economic Development Department’s MainStreet Program to coordinate and administer activities and services through a biannual MOU and separate “services contract” to enhance the quality of life for the community’s citizens via the implementation of asset-based economic development strategies under the Main Street Four Points Approach®; and

                     WHEREAS, R-13-252 and R-15-208 express the City’s support for the DowntownABQ MainStreet collaborative, public-private economic development and community revitalization project, committing to provide philosophical, financial, planning and coordination assistance to support operations and projects under the specifications of the biannual MOU and separate “services contract.”

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

Section 1. The following appropriation in the General Fund in FY/15 is hereby reduced by the following amount:

GENERAL FUND - 110

City Support Functions

                     Downtown Clean & Safe Services                                                                                                         (150,000)

Section 2.  The following appropriation in the General Fund in FY/16 is hereby made:

GENERAL FUND - 110

City Support Functions

                     DowntownABQ MainStreet                                                                                                                                  60,000
