CREATING A CENTRAL AVENUE RIGHT OF WAY IMPROVEMENTS PROJECT BETWEEN 1st AND 8th STREETS, CREATING A PROJECT TO CONVERT MARQUETTE AND TIJERAS AVENUES TO TWO-WAY ROADWAYS, ESTBABLISHING PRIORITIES, AND RESCINDING RESOLUTION 23-143.
WHEREAS, at the June 21, 2023 meeting of the Twenty Fifth City Council, Resolution 23-143 was adopted instructing the Department of Municipal Development to convert Tijeras Avenue and Marquette Avenue between 4th and 6th Streets from one-way roadways to two-way roadways as a pilot project and to complete a design analysis report for converting these two avenues between Commercial Avenue and 4th Street to two-ways. The resolution also instructed the Administration to convert the intersection of 3rd Street and Silver Avenue to a four-way stop sign controlled intersection; and
WHEREAS, the resolution resulted from a City-commissioned study known as the 2014 Downtown Walkability Study. The study identified that "most people will only walk if it is useful, safe, comfortable, and interesting." The City Council consequently adopted the study via R-15-152 and R-18-40 which included a list of projects throughout the Downtown area including Central Avenue, as well as Tijeras and Marquette Avenues and the intersection of 3rd Street and Silver Avenue; and
WHEREAS, improving walkability and other multi-modal infrastructure in Downtown is consistent with multiple on-going City mandates, policies, and programs. This includes the Vision Zero Program, the Complete Streets Ordinance, and polices in the Comprehensive Plan and the Develop...
