I am submitting for your advice and consent the following name for appointment to the Personnel Board in accordance with the City of Albuquerque Ordinance 3-1-4.

E. Justin Pennington is a retired attorney with 47 years of legal experience, including extensive work in employment and personnel law. He previously served as an Assistant City Attorney for the City of Albuquerque, where he handled employment and personnel matters. His legal experience and familiarity with the City’s personnel system would provide valuable knowledge and perspective to the Personnel Board.
A resident of Council District 6, E. Justin Pennington will replace Jill Riester and serve as a Management representative on the Board; His first term will expire on September 1, 2028.
