ESTABLISHING PRIORITY OF RESIDENTIAL SOLAR PERMITS UNTIL THE START OF 2026 DUE TO EXPIRATION OF RESIDENTIAL SOLAR TAX CREDITS UPON JANUARY 1ST, 2026.
WHEREAS, the residential solar tax credit expires on January 1st, 2026; and
WHEREAS, the solar residential tax credits only are applicable once the solar arrays are installed on the roof or separate structure; and
WHEREAS, to get the residential solar panels installed prior to the expiration of the tax credit program, it's imperative to approve building permits as quickly as possible; and
WHEREAS, Policy 13.4.2.e states "Support local and statewide standards for community solar programs and prioritize establishing micro grids and modernizing the electrical grid;" and
WHEREAS, Policy 13.4.2 states, "Energy Resources: Conserve energy and capitalize on renewable energy resources that are plentiful in our region, especially solar and wind;" and
WHEREAS, a time-limited prioritization of certain construction permits is reasonable to help with certain development that is essential to the growth and success of the City.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
SECTION 1. PRIORITY PERMITTING. The Planning Department shall process completed construction permit applications for all Residential, Solar Permits City-wide as "FasTrax" applications. There shall be no additional FasTrax fees required for applications processed this way.
SECTION 2. SITE PLAN REVIEW. To expedite the review and approval of all site plans associated with Residential Solar, Planning staff shall prioritize providing comments and corrections to completed applications and...
