ESTABLISHING THE CITY’S INFRASTRUCTURE CAPITAL IMPROVEMENTS PLAN (ICIP) PRIORITIES FOR 2026.
WHEREAS, the City of Albuquerque’s Infrastructure Capital Improvement Plan (“ICIP”) is a comprehensive, multi-year strategic plan designed to identify, prioritize, and fund critical capital projects aimed at maintaining, modernizing, and expanding the City’s essential infrastructure and public facilities; and
WHEREAS, the Administration and City Council have worked together to make critical capital investments for communities across the City; and
WHEREAS, community members are experiencing housing insecurity and rising rental costs, increasing the need for more affordable, transitional, and supportive housing and investments in our homeless facilities to help foster stability, dignity, and equitable access to safe living environments; and
WHEREAS, modern public safety challenges require robust and responsive measures, including enhancing technology, equipment and facilities to improve emergency response, protect lives, and ensure that Albuquerque Community Safety, Albuquerque Fire Rescue and the Albuquerque Police Department are equipped to meet the evolving needs of the community; and
WHEREAS, revitalizing urban areas through strategic projects like the Rail Trail, not only stimulates economic growth and contributes to placemaking, it enhances connectivity by linking neighborhoods which strengthens our communities; and
WHEREAS, investments in energy efficiency and climate resilient infrastructure will mitigate environmental effects, reduce operational costs, and ensure long-term sustainability and safety for all residents; and
WHEREAS, in 2025, O-25-98 and R-25-196 passed unanimously by the City Council and signed by the Mayor, improving on protections for vulnerable road uses across the City; and
WHEREAS, along with the implementation of these crucial pieces of legislation, continued targeted infrastructure investments through our Vision Zero program will continue to promote safer environments that connect people to places securely.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
SECTION 1. The City of Albuquerque has identified five key areas as the priorities of its Infrastructure Capital Improvement Plan (“ICIP”) for 2026 and are as follows:
1. Affordable, Transitional, and Supportive Housing and Homeless
Facilities.
2. Public Safety Technology, Equipment and Facilities.
3. Economic Growth and Placemaking through Continued Development of
the Rail Trail.
4. Energy Efficiency and Climate Resilient Infrastructure.
5. Protecting Vulnerable Road Users through Vision Zero Investments.
SECTION 2. SEVERABILITY CLAUSE. If any section, paragraph, sentence, clause, word, or phrase of this Resolution is for any reason held to be invalid or unenforceable by any court of competent jurisdiction, such decision shall not affect the validity of the remaining provisions of this Resolution. The Council hereby declares that it would have passed this Resolution and each section, paragraph, sentence, clause, word, or phrase thereof irrespective of any provision being declared unconstitutional or otherwise invalid.
