Approving And Authorizing The Acceptance Of A Grant From The Federal Land And Water Conservation Fund, Administered By The State Of New Mexico Energy, Minerals And Natural Resources Department, And A Grant From The State Of New Mexico, Department Of Finance And Administration, For Partial Funding Of The Crestview Bluffs Park Project (Peña, by request)

WHEREAS, the Department of the Interior, National Park Service administers the Land and Water Conservation Fund (LWCF) grant program for Federal assistance to the States, and through the States to local governmental jurisdictions, on a matching basis of 1:1 project-related allowable costs; and
WHEREAS, the New Mexico Energy, Minerals and Natural Resources Department, State Parks Division is designated as the State Liaison Office to administer the LWCF Program at the State level; and
WHEREAS, Crestview Bluffs Park is located within the City of Albuquerque in a community that has been identified as an underserved community; and
WHEREAS, the Parks and Recreation Department has identified the development of Crestview Bluffs Park as a priority; and
WHEREAS, the Parks and Recreation Department has estimated the total cost of the Crestview Bluffs Park Project to be $3,000,000; and
WHEREAS, the LWCF grant has awarded $500,000 with a 1:1 match requirement of $500,000, and $7,500 in Indirect Costs from the City; and
WHEREAS, the City has secured a $500,000 match from the State of New Mexico, Department of Finance and Administration, New Mexico Match Fund; and
WHEREAS, the City also has additional funding for the project from state capital outlay and City General Obligation Bond funds and shall continue to seek additional funding.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. That the two grants for partial financing of the development of Crestview Bluffs Park are hereby approved, and their acceptance and filing with the appropriate official or office is in all respects approved.
Section 2. That upon approval, funds in the amount of $1,000,000 administered by the State LWCF Liaison Office and the State of New Mexico, Department of Finance and Administration and funds in the amount of $7,500 for the City’s Indirect Overhead are hereby appropriated for development of Crestview Bluffs Park.
