CITY OF ALBUQUERQUE PROJECT RECOMMENDATIONS TO MID-REGION COUNCIL OF GOVERNMENTS FOR INCLUSION IN THE 2045 METROPOLITAN PLAN FOR CONSIDERATION OF FUTURE FEDERAL FUNDING FOR THE ALBUQUERQUE METROPOLITAN PLANNING AREA.
WHEREAS, for the City of Albuquerque to be eligible to receive federal transportation funds as a member of the Mid-Region Council of Governments (MRCOG), a project must be included in both the Metropolitan Transportation Plan (MTP) and the Transportation Improvement Plan (TIP); and
WHEREAS, the City Council passed and adopted Council Bill Number O-07-89 on September 5, 2007 establishing procedures for inclusion and amendment to projects in MTP and the TIP of the Albuquerque Metropolitan Planning Area; and
WHEREAS, the procedures mandated in O-07-89 have been codified in “§2-12-8 Metropolitan Transportation Plan and Transportation Improvement Program Submittals”, mandate that the Mayor shall submit a proposed resolution to the City Council setting forth projects recommended for inclusion in the MTP and the TIP of the Albuquerque Metropolitan Planning Area; and
WHEREAS, ROA-2023-027 previously established the City of Albuquerque’s Priority List of Projects to be included in the 2040 and the 2045 MTP; and
WHEREAS, the 2045 MTP is being prepared by the Mid-Region Council of Governments and additional projects may be added to the previously approved project list; and
WHEREAS, the MTP does not guarantee or program federal funding, but in order for federal funds to be received by entities within the Albuquerque Metropolitan Area a project must be included in the long-range transportation plan known as the MTP; and
WHEREAS, since 2016 in order to identify appropriate projects that can be included in the MTP or programmed in the TIP with federal funding the City has established a joint staff committee from the Aviation Department, the City Council Services Office, the Environmental Health Department, the Planning Department, the Parks and Recreation Department, the Department of Municipal Development, the Transit Department, and the Sustainability Department. The committee staff work together to identify projects of importance that qualify for MTP and TIP funding criteria, and achieve the City’s adopted policies pertaining to equity, land use and transportation; and
WHEREAS, the list of new projects include funding for vision zero, on-street bicycle facilities and programs, multi-use trails, bicycle safety education, rail spur reconstruction to support services needed for the airport, electric vehicle charging stations, buses, transit stations, transit technology and bus stops, development of regional and arterial roadways, and traffic signal technology updates.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
SECTION 1. The City Council adopts the attached updated list of new priority projects to be included in the 2045 Metropolitan Transportation Plan (MTP). The projects identified in Attachment 1 shall represent the updated list of priority projects to be included in the 2045 MTP along with previously approved projects under R-2023-027.
