TAKING MEASURES TO IMPROVE SAFETY FOR BICYCLISTS, PEDESTRIANS, AND OTHER VULNERABLE ROAD USERS.
WHEREAS, the City of Albuquerque is moving to amend the Traffic Code to incorporate best practices for protecting vulnerable road users, including bicyclists and pedestrians; and
WHEREAS, the City should lead by example by ensuring City employees who operate motor vehicles are trained to protect vulnerable road users; and
WHEREAS, changes to traffic laws should be accompanied by a comprehensive public education effort to ensure broad awareness and compliance.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
SECTION 1. Improving City Motor Vehicle Operator Instruction Regarding Vulnerable Road Users.
(A) The Administration shall review the Training for City Operators Permit program and all other City training courses for individuals authorized to operate motor vehicles to ensure the courses adequately address protecting vulnerable road users.
(B) The Administration shall review the trainings provided to APD on following the new traffic code to ensure the training adequately addresses the protection of vulnerable road users. The Administration shall create an updated Enforcement Plan as to how APD will administer the updated traffic code.
(C) The Administration shall report findings of the review and actions taken, including changes made to City trainings and APD’s enforcement plan, to the City Council within 120 days of the effective date of this Resolution.
SECTION 2. Public Education Related to Traffic Law Changes.
A) The Administration shall design and implement a public education campaign to inform City residents of changes to traffic laws, with a focus on the rights and safety of vulnerable road users. The public education campaign should utilize free public service messaging with a combination of billboards, radio, television, print, and online outreach methods.
B) The administration shall provide educational campaign materials to all Traffic Safety Bureau (TSB) and Motor Vehicle Division (MVD) Registered Drivers Educational schools and learning centers in the City of Albuquerque and Albuquerque Public Schools (APS).
C) The Administration, beginning January 2026, shall present monthly at the City Council meeting on the public education campaign’s progress, scope, methods, actions, outcomes, and if additional resources are required. The presentation shall occur for the first 180 days of the campaign and then quarterly in the form of an EC thereafter.
D) The Administration shall report back to the City Council on the scope, methods, and outcomes of the public education campaign within 180 days of the effective date of this Resolution.
SECTION 3. The Administration shall submit for introduction by May 1st, 2026, an Executive Communication to the City Council that provides a report on:
• The number of striped crosswalks in the City.
• The number of striped crosswalks that require restriping and the cost to stripe those crossings.
• The status of the condition of signals at crosswalks and improvements that are recommended and the estimated costs.
SECTION 4. SEVERABILITY. If any section, paragraph, sentence, clause, word or phrase of this Resolution is for any reason held to be invalid or unenforceable by any court of competent jurisdiction, such decision shall not affect the validity of the remaining provisions of this Resolution. The Council hereby declares that it would have passed this Resolution and each section, paragraph, sentence, clause, word or phrase thereof irrespective of any provision being declared unconstitutional or otherwise invalid.
