APPROVING AND AUTHORIZING THE FILING OF A GRANT APPLICATION TO REBUILD THE UPTOWN TRANSIT CENTER AS A JOINT DEVELOPMENT PROJECT WITH THE U.S. DEPARTMENT OF TRANSPORTATION “REBUILDING AMERICAN INFRASTRUCTURE WITH SUSTAINABILITY AND EQUITY” (RAISE) GRANT PROGRAM AND PROVIDING FOR AN APPROPRIATION TO THE TRANSIT DEPARTMENT.

                     WHEREAS, the Administrator of the U.S. Department of Transportation has made federal funds from the RAISE Grant Program available to the City of Albuquerque in the total of $25,000,000 for the Uptown Transit Center Joint Development project; and

                     WHEREAS, the Uptown Transit Center and Joint Development is a project identified in the 2018-2023 Transportation Improvement Program (TIP) that will support reconstruction of an aging asset along with a private development of related uses that will serve as amenities for transit riders and new affordable housing that will grow the transit ridership base; and

WHEREAS, the above project supports the desired community condition for safe and affordable integrated transportation options associated with Goal 3 -Public Infrastructure on the City’s Five-Year Goals Plan; and

WHEREAS, the City will apply for these funds.

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

                     Section 1. That the attached application to aid for financing of public transportation projects pursuant to the Bipartisan Infrastructure Law (BIL) of the U.S. Department of Transportation in the amount of $25,000,000 is hereby approved, and its acceptance and filing with the appropriate official or office is in all respects approved.

                     Section 2. That upon award, funds in the amount of $25,000,000 in federal funds from the US Department of Transportation is hereby appropriated to the Transit Grant fund 665 for Fiscal Year 2024.

Section 3. That in the event this grant is obligated, upon execution of an agreement of the parties, the amounts indicated above will be appropriated in their respective fund, with the provision the amount will be adjusted to reflect actual Federal participation and the corresponding percentage of required local matching funds.
