SUPPORTING A PUBLIC-PRIVATE ECONOMIC DEVELOPMENT MAINSTREET PROJECT WITH THE REVITALIZE SAN PEDRO PARTNERSHIP.
WHEREAS, the City of Albuquerque supports the revitalization and economic re-development of the San Pedro historic commercial area; and
WHEREAS, the City desires to maintain economically vital and vibrant areas for its residents, visitors, and tourists; and
WHEREAS, the City sees economically healthy commercial areas as critical assets for a high quality of life in Albuquerque; and
WHEREAS, the City recognizes the unique character and vital role of the San Pedro corridor for small retail businesses; and
WHEREAS, the City values the San Pedro corridor as a historic community gathering space; and
WHEREAS, the City wishes to maintain and enhance a livable and walkable historic area; and
WHEREAS, this portion of San Pedro was mapped as a Main Street Corridor per the Centers and Corridors map (Figure 5-4) in the City of Albuquerque’s Comprehensive Plan 2017; and
WHEREAS, Main Street Corridors are intended to be lively, highly walkable streets lined with local-serving businesses, modeled after the American tradition of Main Street as a place for living, working and shopping; and
WHEREAS, Albuquerque’s Comprehensive Plan Goal 5.2 states “Foster communities where residents can live, work, learn, shop, and play together”; and
WHEREAS, the City wishes to pursue a partnership with a local MainStreet non-profit economic re-development organization through the NM Economic Development Department’s New Mexico MainStreet Program (NMMS), to invest in enhancing the quality of life for the community’s citizens via the implementation of asset-based economic development strategies under the Main Street Approachä; and
WHEREAS, the City’s partnership with the Revitalize San Pedro Partnership may leverage technical assistance and other resources through the NMMS, to support the economic re-development and revitalization of the San Pedro MainStreet district.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. The City of Albuquerque agrees to work with the New Mexico Economic Development Department’s New Mexico MainStreet Program dedicating resources and financial support to create a successful economic development program through practices established by Main Street America’s Economic Transformation Strategies and the Main Street Approachä.
Section 2. The City commits to work collaboratively with the Revitalize San Pedro Partnership and the New Mexico Economic Development Department’s MainStreet Program to meet the standards and principles of revitalizing and re-developing core commercial districts of the community, contracting with the local MainStreet organization to coordinate and administer activities for the City as set forth in biennial MOU and a separate “services contract” with the local MainStreet organization.
Section 3. The City commits to provide philosophical, financial, planning, and coordination assistance for the Revitalize San Pedro Partnership to support operations and projects under the specifications of the biennial MOU and a separate “services contract” with the local MainStreet organization.
Section 4. That the following amounts are hereby adjusted to the following programs and funds from fund balance, working capital balance, and/or revenue for operating City government in Fiscal Year 2024:

Economic Development Operating 20,000
Section 5. The term of this resolution shall be deemed effective for the life of the MOU.
Section 6. SEVERABILITY CLAUSE. If any section, paragraph, sentence, clause, word, or phrase of this Resolution is for any reason held to be invalid or unenforceable by any court of competent jurisdiction, such decision shall not affect the validity of the remaining provisions of this Resolution. The Council hereby declares that it would have passed this Resolution and each section, paragraph, sentence, clause, word, or phrase thereof irrespective of any provision being declared unconstitutional or otherwise invalid.
