In accordance with Article 7: Whistleblower Policy, the City of Albuquerque Office of Inspector General is presenting the Whistleblower complaints received in Fiscal Year 2025.
§ 3-7-11 REPORTS TO THE CITY COUNCIL.
The Inspector General shall provide an annual report to the City Council which shall include (1) the number of complaints received, (2) the nature of each complaint, (3) the number of full investigations conducted, (4) findings or recommendations on policies or practices resulting from investigations, (5) the number of complaints found as valid claims and (6) the number of complaints found to be frivolous or without merit.
During the FY25 year, the OIG received three (3) Whistleblower complaints which are stated below:
1. Number of Whistleblower complaints received: Three (3)
2. The nature of each complaint:
25-0022-C: Reporting party stated that Human Resources was transferring reporting party within a department as a form of retaliation.
25-0080-C: Unsafe issues at apartment complex
25-0086-C: Improper spending and favoritism
3. The number of full investigations conducted:
25-0022-C: No full investigation conducted. OIG attorney opinion that not in OIG jurisdiction. Pending litigation.
25-0080-C: No full investigation conducted. Not within OIG jurisdiction. Referred to City Code Enforcement for review who stated they would contact complainant.
25-0086-C: Complaint being evaluated to determine if full investigation is warranted
4. Findings or recommendations on policies or practices resulting from investigations:
25-0022-C: No findings or recommendations 25-0080-C: No findings or recommendations 25-0086-C: Ongoing
5. The number of complaints found as valid claims: Two (2) complaints may have had merit, but were not within the OIG’s jurisdiction to investigate with one (1) involving pending litigation. One complaint is still being evaluated and a determination will be made to determine if it is a valid claim and within OIG jurisdiction.
6. The number of complaints found to be frivolous or without merit: None
