ADJUSTING FISCAL YEAR 2027 APPROPRIATIONS FOR CERTAIN FUNDS AND PROGRAMS.
WHEREAS, the National Institute of Flamenco is an Albuquerque-based non-profit organization dedicated to preserving, promoting, and advancing the art of flamenco through performance, education, and cultural exchange; and
WHEREAS, Festival Flamenco Albuquerque is recognized as the largest and oldest flamenco festival outside of Spain and is regarded as one of the most prestigious flamenco festivals in the world; and
WHEREAS, Festival Flamenco Albuquerque presents performances, workshops, lectures, and cultural activities that showcase Albuquerque as a destination for arts and cultural tourism; and
WHEREAS, Festival Flamenco Albuquerque brings internationally recognized artists, instructors, and performers to Albuquerque each year, enhancing the City's reputation as a center for flamenco arts and culture; and
WHEREAS, Festival Flamenco Albuquerque attracts visitors from outside Albuquerque and New Mexico who attend festival performances, workshops, and related events; and
WHEREAS, Festival Flamenco Albuquerque generates economic activity for local businesses, including hotels, restaurants, transportation providers, and entertainment venues; and
WHEREAS, Festival Flamenco Albuquerque is presented through partnerships among the National Institute of Flamenco, the University of New Mexico, the National Hispanic Cultural Center, and numerous artists and cultural organizations; and
WHEREAS, Festival Flamenco Albuquerque attracts visitors to Albuquerque and promotes overnight stays, visitor spending, and tourism-related economic activity, thereby supporting the purpose of the Lodgers' Tax Fund to promote tourism and Albuquerque's hospitality industry; and
WHEREAS, additional funding is required to support Festival Flamenco Albuquerque and its continued ability to attract visitors and promote tourism-related economic activity within the City.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. That the following amounts are hereby adjusted and appropriated to the following programs from fund balance for Fiscal Year 2027:
GENERAL FUND-110
Arts and Culture Department
Community Events 50,000
LODGERS’ TAX FUND-220
Finance and Administrative Services Department
Transfer to Other Funds:
General Fund (110) 50,000
The funding shall be used for tourism-related events, including the National Institute of Flamenco’s Festival Flamenco Albuquerque ($50,000).
Section 2. SEVERABILITY. If any section, paragraph, sentence, clause, word or phrase of this Resolution is for any reason held to be invalid or unenforceable by any court of competent jurisdiction, such decision shall not affect the validity of the remaining provisions of this Resolution. The Council hereby declares that it would have passed this Resolution and each section, paragraph, sentence, clause, word or phrase thereof irrespective of any provision being declared unconstitutional or otherwise invalid.
