ADJUSTING FISCAL YEAR 2026 OPERATING APPROPRIATIONS IN THE ALBUQUERQUE FIRE RESCUE’S FIRE FUND (210) IN ORDER TO PROVIDE FUNDING TO THE CAPITAL ACQUISITION FUND (305) FOR THE FIRE STATION 11 BUNK ROOM ADDITION.
WHEREAS, firefighters routinely work extended 24-hour or longer shifts and must remain ready to respond to emergencies at any moment, making safe, functional, and dignified on-site housing essential to their health, well-being, and operational readiness; and
WHEREAS, adequate living conditions-including appropriate sleeping quarters, restrooms, kitchens, and shared spaces-are critical to ensuring firefighters can rest, recover, and maintain the physical and mental resilience required to protect the public; and
WHEREAS, Albuquerque Fire Rescue Station 11 is recognized as one of the busiest fire stations in the country, with firefighters responding to an exceptionally high volume of calls while serving residents and visitors along the Central Avenue corridor and surrounding communities; and
WHEREAS, the demanding pace and intensity of service at high-volume stations such as Station 11 make it especially important that firefighters have safe, modern, and comfortable housing conditions while on shift so they can sustain the level of performance required to protect the community; and
WHEREAS, investing in the living conditions of firefighters demonstrates a commitment to the well-being of those who serve and helps ensure that first responders remain healthy, prepared, and supported in carrying out their life-saving work; and
WHEREAS, in order to track expenditures on the year-end WIP schedule, construction costs should be expensed out of the Capital Acquisition Fund (305); and
WHEREAS, City operating funds do not generally start and fully complete for construction costs within the same fiscal year; and
WHEREAS, this Resolution proposes to make adjustments to the appropriation in the Fire Fund (210); and
WHEREAS, the appropriation of funds to the Capital Acquisition Fund (305) for Fire Station 11 bunk room addition project is necessary to properly track expenditures and percentage of completion on the year-end WIP schedule; and
WHEREAS, appropriations for the operation of the City government must be approved by the Council.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. That the following amounts are hereby adjusted to the following programs in Fiscal Year 2026:
FIRE FUND - 210
Fire Department
State Fire Fund (1,500,000)
Transfer to Other Funds:
Transfer to CIP Fund (305) 1,500,000
Section 2. That the following appropriations are hereby made to the Capital Program to the specific fund and project as indicated below for Fiscal Year 2026:

The scope is to rehabilitate, plan, design, construct, repair, renovate, equip, and otherwise improve Albuquerque Fire Rescue facilities.
Section 3. SEVERABILITY CLAUSE. If any section, paragraph, sentence, clause, word, or phrase of this Resolution is for any reason held to be invalid or unenforceable by any court of competent jurisdiction, such decision shall not affect the validity of the remaining provisions of this Resolution. The Council hereby declares that is would have passed this Resolution and each section, paragraph, sentence, clause, word or phrase thereof irrespective of any provision being declared unconstitutional or otherwise invalid.
