Amending The Adopted Capital Implementation Program Of The City Of Albuquerque By Supplementing Current Grant Appropriations And Approving A New Project For Affordable Housing (Rogers, by request)

WHEREAS, the Capital Implementation Program of the City of Albuquerque is governed by the requirements established under Section 2-12-4 ROA, 1994, which provides for amendments to the approved program; and
WHEREAS, appropriation adjustments for the operation of the City government must be approved by the Council; and
WHEREAS, the State of New Mexico grant projects approved by the State Legislature now need to be authorized; and
WHEREAS, the appropriations of these various funds to projects within their respective purposes are timely and necessary for the City to serve its citizens; and
WHEREAS, following the 2025 Legislative Session, the Governor of the State of New Mexico signed into law HB 2, which, in part, appropriated $110,000,000 to “support housing, affordable housing, transitional housing and the expansion of housing services providers that facilitate behavioral health services and substance abuse recovery, homelessness assistance and prevention for persons with behavioral health needs”; and
WHEREAS, in September of 2025 City Council passed and Mayor signed R-25-188, which appropriated funding for specific homeless service programs and facility improvements and to a specific affordable housing project; and
WHEREAS, these appropriations included funding for the Gateway Continuum of Care, including; Young Adult Housing and Treatment Navigation Center, Men’s Housing and Treatment Navigation Center and Expansion, Women’s Housing Navigation and Treatment Expansion, First Responder Receiving Area, Medical Respite Facility, and Gateway West; and
WHEREAS, the City has been in continued communication with the State of New Mexico Department of Workforce Solutions regarding agreements for additional use of a portion of these funds; and
WHEREAS, the Albuquerque Region Housing Needs Assessment (Root Policy Research, 2024) found that between 2010 and 2022, the proportion of residents aged 65 and older increased from 12% to 17% in Albuquerque, and that Albuquerque’s increasing proportion of older adults means more small households that need smaller units or multi-family units with nearby services; and
WHEREAS, the 2024 assessment also found that over half (52%) of all renters are cost burdened because they pay more than 30% of their income on housing, and significant subsidies are needed to make housing affordable; and
WHEREAS, a 2025 Pew Charitable Trust study found that median monthly rent in New Mexico increased 58% from March 2017 to March 2024; and
WHEREAS, the Pew study also concluded that New Mexico is facing a housing shortage and that new data confirms that more housing supply results in lower housing costs.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF
ALBUQUERQUE:
SECTION 1. That the following appropriation of $2,000,000 is hereby authorized and approved State of New Mexico grant and capital project approved by the 2025 State Legislature in HB 2 for Affordable Housing. This project is authorized to be appropriated to a specific grant or capital fund upon the execution of an agreement between the parties, with the provision that the amounts will be adjusted to reflect actual Federal, State, and/or private contribution participation.

SECTION 2. The Affordable Housing Land Acquisition funds appropriated herein shall be used only to acquire property as per Attachment A - Exhibit A, the agreement between the City of Albuquerque and the State of New Mexico Department of Workforce Solutions.
