WHEREAS, the City of Albuquerque’s Arts and Culture Department manages City-owned performance spaces; and

WHEREAS, there are multiple City-owned performance spaces in City Council District 2, including but not limited to the KiMo Theatre and the South Broadway Cultural Events Center; and

WHEREAS, increasing the frequency of programming at City-owned performance spaces would promote cultural enrichment and community engagement; and

WHEREAS, providing more opportunities for performance and exhibition would support local artists, performers, and cultural organizations; and

WHEREAS, local cultural organizations wanting to rent out City-owned performance spaces are currently facing challenges completing the rental process; and

WHEREAS, streamlining the rental process for City-owned performances would support a thriving local performing arts community.

BE IT RESOLVED BY THE CITY COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

SECTION 1. The Arts and Culture Department shall work with local cultural organizations to enhance accessibility and utilization of City-owned performance spaces in City Council District 2. The Arts and Culture Department shall hold a minimum of twelve events each month.

SECTION 2. Programming developed by the Arts and Culture Department and local cultural organizations shall include a wide variety of local artists, musicians, actors, and other types of performing artists. Programming shall include providing available space for pop-up events, vendors, and brick and mortar businesses.  Priority shall be given to local and underrepresented artists, musicians, actors, other types of performing artists, and pop-up vendors. 

SECTION 3. The Arts and Culture Department shall review and simplify the rental process for City-owned performance spaces, including but not limited to establishing a flat rental fee for local artists and organizations and providing guidance for first-time applicants. 

SECTION 4. All of the provisions in this Resolution shall be carried out within a one-year time period. The Arts and Culture Department shall submit an annual report to City Council documenting the following:

                     Number and types of events held,

                     Changes to the rental process for City-owned performance spaces,

                     Budget, and

                     Community participation and feedback.

SECTION 5. FUNDING DIRECTION. The Arts and Culture Department is directed to utilize available resources from the Cultural and Recreational Projects Fund (Fund 225) to carry out the provisions of this Resolution. These may include costs associated with staffing, marketing, and facility operations necessary to support enhanced programming and improved access to City-owned performance spaces in City Council District 2.

SECTION 6. REVENUE DESIGNATION. It is the intent of the Council that revenues collected from rentals of the KiMo Theatre, the South Broadway Cultural Events Center, and other City-owned performance venues within Council District 2 be directed to the Cultural and Recreational Projects Fund (Fund 225), to the extent allowable by administrative policy and existing fund designations. These revenues should support programming, facility operations, and improvements to venue accessibility and use.

SECTION 7. COMPILATION. SECTIONS 1, 2, 3, 4, 5, and 6 of this Resolution are to be compiled as part of the City of Albuquerque Code of Resolutions.

SECTION 8. SEVERABILITY. If any section, paragraph, sentence, clause, word or phrase of this Resolution is for any reason held to be invalid or unenforceable by any court of competent jurisdiction, such decision shall not affect the validity of the remaining provisions of this Resolution.  The Council hereby declares that it would have passed this Resolution and each section, paragraph, sentence, clause, word or phrase there of irrespective of any provision being declared unconstitutional or otherwise invalid.
