Recommendation of Award for Aviation Construction-Project Manager and Construction Manager Services

The Department of Finance and Administrative Services, Purchasing Division, issued the subject solicitation in conjunction with the Aviation Department and developed the RFP for Project Manager and Construction Manager Services.
The solicitation was posted on the Purchasing website on March 26th, 2026, and advertised through social media and in the newspaper. The number of responses received for evaluation was two (2), with one (1) being deemed non-responsive.
The Ad Hoc Evaluation Committee evaluated and scored the response in accordance with the evaluation criteria published in the RFP. Burns & McDonnell was determined to have met all the required criteria, was qualified, and was recommended for the award.
I concur with this recommendation.
The Aviation Department will manage this contract.
