Amending The Adopted Capital Implementation Program Of The City Of Albuquerque By Supplementing Current Grant Appropriations And Approving A New Project For Affordable Housing (Rogers, by request)

WHEREAS, the Capital Implementation Program of the City of Albuquerque is governed by the requirements established under Section 2-12-4 ROA, 1994, which provides for amendments to the approved program; and
WHEREAS, appropriation adjustments for the operation of the City government must be approved by the Council; and
WHEREAS, the State of New Mexico grant projects approved by the State Legislature now need to be authorized; and
WHEREAS, the appropriations of these various funds to projects within their respective purposes are timely and necessary for the City to serve its citizens; and
WHEREAS, following the 2025 Legislative Session, the Governor of the State of New Mexico signed into law HB 2, which, in part, appropriated $110,000,000 to "support housing, affordable housing, transitional housing and the expansion of housing services providers that facilitate behavioral health services and substance abuse recovery, homelessness assistance and prevention for persons with behavioral health needs"; and
WHEREAS, in September of 2025 City Council passed and Mayor signed R-25-188, which appropriated funding for specific homeless service programs and facility improvements and to a specific affordable housing project; and
WHEREAS, these appropriations included funding for the Gateway Continuum of Care, including; Young Adult Housing and Treatment Navigation Center, Men's Housing and Treatment Navigation Center and Expansion, Women's Housing Navigation and Treatment Expansion, First Responder Receiving Area, Medical Respite Facility, and Gateway West; and
