Training and Enforcement Plan Update Pursuant to Council Bill No. R-25-196

Pursuant to Council Bill No. R-25-196, this Executive Communication provides an update on the trainings provided to City employees authorized to operate motor vehicles and to the Albuquerque Police Department (APD) related to the protection of vulnerable road users. In late 2025, the Risk Department, in coordination with the Department of Municipal Development, deployed an updated training for City employees authorized to operate motor vehicles to incorporate protection of vulnerable road users. This training is currently mandated as part of the City Operators Program and is available on the Employee Learning Center.
APD also developed a training on the protection of vulnerable road users and the new Traffic Code changes. This training is currently being rolled out through the APD Training Academy. Training will be complete by March 31.
The Administration has reviewed these trainings and has determined they are adequate.
The Administration also created an updated Enforcement Plan as to how APD will administer the traffic code updates enacted in Ordinance No. O-2025-032. The City launched the educational campaign on March 12, and APD will begin issuing warning citations on April 13. After a 30-day warning period, APD will begin to issue citations.
