ESTABLISHING THE CITY'S INFASTRUCTURE CAPITAL IMPROVEMENTS PLAN (ICIP) PRIORITIES FOR 2025.
WHEREAS, the City of Albuquerque's Infrastructure Capital Improvement Plan ("ICIP") is a comprehensive, multi-year strategic plan designed to identify, prioritize, and fund critical capital projects aimed at maintaining, modernizing, and expanding the City's essential infrastructure and public facilities; and
WHEREAS, too many community members are experiencing housing insecurity and rising rental costs, increasing the need for more affordable housing and supportive homeless facilities to foster stability, dignity, and equitable access to safe living environments; and
WHEREAS, modern public safety challenges require robust and responsive measures, including enhancing technology and facilities to improve emergency response, protect lives, and ensure that law enforcement and first responders are equipped to meet the evolving needs of the community; and
WHEREAS, the rising concern of pedestrian injuries and fatalities calls for transformative action, and implementing Vision Zero strategies through targeted investments will significantly reduce traffic-related harm while promoting safer, pedestrian friendly environments, that connect people to places securely; and
WHEREAS, the impacts of climate change and rising energy demands pose risks to community well-being, and prioritizing energy efficiency and resilient infrastructure will mitigate environmental effects, reduce operational costs, and ensure long-term sustainability and safety for all residents; and
