ESTABLISHING COMPLETE STREET, PEDESTRIAN, AND STREETSCAPE IMPROVEMENTS ON SAN PEDRO DRIVE FROM CENTRAL AVENUE TO HAINES AVENUE AS A PRIORITY FOR THE CITY OF ALBUQUERQUE.
WHEREAS, San Pedro Drive between Central Avenue and Bellamah Avenue is a designated Main Street Corridor in the ABC Comprehensive Plan; and
WHEREAS, the Comprehensive Plan establishes policies for Main Street Corridors to achieve land use and transportation integration, a multi-modal system, safety, public health, equity, and economic goals, along with design guidelines for Main Street Corridors to further these goals; and
WHEREAS, street reconfiguration and restriping, bicycle and pedestrian crossings and lighting improvements consistent with these Comprehensive Plan policies were implemented on San Pedro Drive north of Lomas beginning in 2014; and
WHEREAS, there is community advocacy for additional complimentary improvements to further advance pedestrian safety and comfort, revitalization of the Main Street commercial corridor, and economic development; and
WHEREAS, the Mile Hi Neighborhood Association is pursuing assistance from the NM Main Street Urban Neighborhood Commercial Corridor Initiative (UNCCI), which provides project-based community economic development support to urban neighborhood commercial corridors, for the San Pedro corridor; and
WHEREAS, a City-commissioned study is underway to identify alternatives for future multi-modal and streetscape improvements on San Pedro Drive between Lomas Boulevard and Haines Avenue; and
WHEREAS, the San Pedro corridor enjoys a diversity of minority and women-owned businesses providing products and services to a City-wide customer base; and
WHEREAS, there is community support for implementing multi-modal and streetscape improvements south of Lomas to support revitalization, economic development, safety, and equity.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. Implementation of multi-modal, safety, and streetscape improvements on San Pedro between Central Avenue and Haines Avenue is a priority of the City of Albuquerque.
Section 2. The City should pursue funding opportunities for the improvements through the City’s General Obligation bond program, the New Mexico Legislature State Capital Outlay Process, the Albuquerque Metropolitan Planning Area Metropolitan Planning Organization Federal Transportation Formula Grant Process, and any other appropriate sources.
