REQUESTING THE NEW MEXICO DEPARTMENT OF TRANSPORTATION AND THE NEW MEXICO STATE LEGISLATURE, TO ESTABLISH AS A PRIORITY THE DEVELOPMENT OF NEW MEXICO STATE HIGHWAY 45, (COORS BOULEVARD) BETWEEN CENTRAL AVENUE AND GUN CLUB ROAD TO URBAN ARTERIAL STANDARDS. REQUIRING THE CITY OF ALBUQUERQUE TO WORK WITH THE NEW MEXICO DEPARTMENT OF TRANSPORTATION TO IMPROVE THE SECTIONS OF NEW MEXICO 45 SOUTH OF CENTRAL AVENUE WITHIN THE CITY LIMITS AND ENCOURAGING THE COUNTY OF BERNALILLO TO WORK WITH THE NEW MEXICO DEPARTMENT OF TRANSPORTATION TO IMPROVE THE SECTION OF COORS BOULEVARD BETWEEN OLD COORS DRIVE AND GUN CLUB ROAD.

                     WHEREAS, Coors Boulevard south of Central Avenue to Interstate 25 is the primary roadway corridor that serves the 140,000 people who reside on Albuquerque’s Southwest Mesa, and in Bernalillo County’s South Valley; and

                     WHEREAS, the segment of Coors between Central Avenue and Gun Club Road is a critical roadway link between the Southwest Mesa and the South Valley and Interstate 40, the Northwest Mesa, the City of Rio Rancho, the Village of Corrales and the Alameda Boulevard, Montano Road, and Paseo Del Norte, River Crossings; and

                     WHEREAS, in 2019 this segment of Coors was traveled by up to 30,000 vehicles a day, and in 2018 the Univsersity of New Mexico Geospatial and Population Studies Division identified over 600 reported crashes along this segment of Coors; and

WHEREAS, this segment has a rural cross-section, devoid of street lighting for vehicle and pedestrian safety, curb and gutter for stormwater management, and bike lanes, trails and sidewalks for providing bicyclists and pedestrians access along the corridor; and

WHEREAS, this segment of Coors is owned and operated by the New Mexico Department of Transportation, and provides transportation access for the residents of Albuquerque and also services the South Valley of Bernalillo County.  Designing, funding, and constructing improvements to this corridor will require a joint effort between the New Mexico Department of Transportation, the City of Albuquerque, the County of Bernalillo and the Mid-Region Council of Governments.

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

SECTION 1.                     The City of Albuquerque urges the New Mexico Department of Transportation and the New Mexico State Legislature to designate funding and resources to upgrading to urban arterial standards New Mexico State Highway 45 (Coors Boulevard) from Central Avenue to Gun Club Road.

SECTION 2.                     The City of Albuquerque declares as a City priority the upgrading, to urban arterial standards, of New Mexico State Highway 45 (Coors Boulevard) within the City’s Municipal boundaries that being between Central Avenue and Old Coors Drive. The Department of Municipal Development is directed to work with the New Mexico Department of Transportation to forge an agreement that identifies a process to fund, design and construct an urban arterial cross-section on this segment of Coors Boulevard.

SECTION 3.                     The City of Albuquerque encourages the County of Bernalillo to forge an agreement with the New Mexico Department of Transportation to upgrade the segment of New Mexico Highway 45 (Coors Boulevard) between Old Coors Drive and Gun Club Road, to urban arterial standards.

SECTION 4.                     The New Mexico Department of Transportation, the City of Albuquerque, and the County of Bernalillo are encouraged to apply for Federal Transportation Funding through the Albuquerque Metropolitan Planning Area Transportation Improvement Program for those elements of the roadway improvements that will occur within the existing right of way.
