ESTABLISHING FEDERAL PROGRAMMING AND POLICY PRIORITIES FOR THE CITY OF ALBUQUERQUE FOR FEDERAL FISCAL YEARS 2021/2022.

                     WHEREAS, the residents of Albuquerque share common aspirations, ambitions, and purposes that are applied through the goals, missions, and responsibilities of the City of Albuquerque; and

WHEREAS, the City of Albuquerque and the Government of the United States of America also share many of these goals, missions and responsibilities; and

                     WHEREAS, it is in the interest, and the desire of, the City of Albuquerque for the Federal Government to continue with and expand programs that assist local governments to improve public safety, behavioral and public health, housing, indigent care, services for the disabled, protecting the natural environment, improving and maintaining critical infrastructure, and helping foster sustainable economic development.

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

                     SECTION 1.                     To further provide for the health, safety welfare and quality of life of its residents the City of Albuquerque entreats the federal government to create policies and programs that strengthen and expand the City’s responsibilities to its residents to:

                     Protect the rights of all citizens.

                     Foster and preserve the equity and justice in our society by striving to implement policies and programs inclusive of all persons and to utilize the vast potential present in the diversity of our citizens.

                     Develop and expand behavioral health and public safety services to better provide for health care and substance abuse services, reducing recidivism, addressing the needs of the homeless, housing assistance, mental health care, service for the physically and mentally disabled, and family, child and senior care services.

                     Provide funding for community policing services that develop a working relationship between the citizens who serve as police officers and the citizens they serve, so as to provide public safety through equity, justice, trust and understanding and to support the shared missions between police services and mental health and social service agencies.

                     Create a sustainable economy that creates new opportunities for entrepreneurs’ and existing businesses while providing living wages, a safe work environment, and robust health, sick leave and retirement benefits for employees.

                     Manage the co-existence with the natural environment to ensure a sustainable water supply, clean air, conservation of open spaces, water courses and wildlife, and mitigation of the impacts of climate change.

                     Enhance the lives of citizens pertaining, to art, civic engagement, culture, entertainment, history lifestyles and literature.

SECTION 2.                     The City of Albuquerque encourages the New Mexico Congressional Delegation to advocate for the programs listed in Attachment 1 to this Resolution titled “Federal Fiscal Year 2021 and 2022 City of Albuquerque Request for Congressional Support of Programs that Support City Mission Objectives”, Attachment 2 to this Resolution titled “Federal Fiscal Year 2021 and 2022 Potential Project Grant Applications for Federal Programs” and Attachment 3 titled; “Federal Fiscal Year 2021-2022 City of Albuquerque List of Federal Policy Priorities”.

SECTION 3.                     As stated in City of Albuquerque Resolution-20-36, (Attachment 4 to this Resolution) the City of Albuquerque continues to encourage the New Mexico Congressional Delegation to enact legislation providing further assistance to State and Local governments to cover budget revenue shortfalls resulting from the economic impacts of the COVID-19 Pandemic.
