Approving And Authorizing The Filing Of Grant Applications And The Acceptance Of Potential Grant Awards For Multiple City Departments From Associated Grantor Agencies And Providing For An Appropriation To The City Of Albuquerque For Fiscal Year 2021 And Adjusting Fiscal Year 2020 Appropriations; And Appropriating Capital Funds (Gibson, by request)

APPROVING AND AUTHORIZING THE FILING OF GRANT APPLICATIONS AND THE ACCEPTANCE OF POTENTIAL GRANT AWARDS FOR MULTIPLE CITY DEPARTMENTS FROM ASSOCIATED GRANTOR AGENCIES AND PROVIDING FOR AN APPROPRIATION TO THE CITY OF ALBUQUERQUE FOR FISCAL YEAR 2021 AND ADJUSTING FISCAL YEAR 2020 APPROPRIATIONS; AND APPROPRIATING CAPITAL FUNDS.
WHEREAS, any application or proposal for a federal or state grant must be submitted to the City Council for review and approval; and
WHEREAS, in order to speed the availability of grant funding for critical City programs and to improve the efficiency of the grant application process, the following departments submit for approval a consolidated list of potential awards: Albuquerque Fire Rescue, Environmental Health, Family and Community Services, Legal, Parks and Recreation, Police, Senior Affairs, Solid Waste; and
WHEREAS, potential grant funds in the approximate amount of $21,313,754 will be used to pay for various programs that further the goals of each department and contribute to the wellbeing of the citizens of Albuquerque; and
WHEREAS, the City of Albuquerque is desirous of accepting these funds for which funding of $5,150,056 in City funds will be appropriated and available beginning in the Fiscal Year 2021 for the purpose of meeting grant cash match and indirect overhead requirements.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. That the list of estimated grant awards is hereby made a part of this resolution, is hereby approved and its submission and filing with the appropriate official or office of the respective granting agency is in all respects approved.
Section 2. That upon award, estimated funds from the respective granting agencies listed and the appropriate City cash contributions for the purpose of indirect, FICA or cash match are hereby appropriated to the respective departments in the specified funds beginning in Fiscal Year 2021.
Section 3. That upon award, funds in the amount of $26,865,419 consisting of $21,313,754 from granting agencies (which includes $401,609 for IDOH) and a local match of $5,150,056 (which includes $385,743 in IDOH) are hereby appropriated to the departments and funds specified in Section 5 beginning in Fiscal Year 2021, which includes $5,150,056 from the Fiscal Year 2021 Transfer to Operating Grants Program from the General Fund 110 appropriated to the Operating Grants Fund 265.
Section 4. In the event that departments receive additional grants not listed below or the City cash contributions exceed the appropriated $5,150,056, departments will be required to submit separate legislation.

Section 6. In response to the coronavirus (COVID-19) pandemic, the City of Albuquerque requests to apply for and accept various grant funding to assist with costs related to COVID-19 related activities. That the following appropriation adjustments are hereby made to the Operating Grants Program for Fiscal Year 2020 as indicated below:

2020 AFG - COVID-19 Supplemental 100,329
The above appropriation is from the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) to be used for Personal Protective Equipment (PPE) and supplies to prevent, prepare for, and respond to the COVID-19 public health emergency. Federal funding is $87,682 and the City is required to provide a cash match of $8,768 and indirect overhead of $3,879, which is available in the Transfer to Operating Grants Fund (265) program in the General Fund.
Animal Welfare Department
PetSmart Charities COVID-19 20,000
The above appropriation is from PetSmart Charities to assist with COVID-19 related expenses at the PetSmart Everyday Adoption Center (EAC) in the Eubank store for the purpose of rehoming shelter animals.
Cultural Services Department
National Endowment for the Humanities CARES 322,800
The above appropriation is from the National Endowment for the Humanities to provide assistance in support of at-risk humanities positions and projects that have been impacted by the coronavirus. Federal funding is $300,000 and requires $22,800 in IDOH from the Transfer to Operating Grants Fund in the General Fund.
National Endowment for the Arts CARES 53,800
The above appropriation is from the National Endowment for the Arts to provide assistance for eligible entities who have endured the economic hardships caused by the forced closure of their operations due to the spread of COVID-19. Federal funding is $50,000 and requires $3,800 in IDOH from the Transfer to Operating Grants Fund in the General Fund.
Family and Community Services Department
CDBG CARES Act coronavirus relief funding 2,678,828
The above appropriation is from the U.S. Department of Housing and Urban Development (HUD) to provide but not limited to provision of new or quantifiably increased public services, planning, capacity building and technical assistance. Federal funding is $2,678,828 and includes $56,275 in IDOH.

The above appropriation is from the U.S. Department of Housing and Urban Development (HUD) to provide but not limited to non-congregate emergency shelters for people age 60+ or with underlying health conditions, system of care to identify, test and provide isolated place to stay. Federal funding is $1,364,214 and includes $17,022 in IDOH.
AAA - COVID-19 CARES 1,280,508
The above appropriation is from the Area Agency on Aging to provide additional funding for Older American Act grant titles to benefit the Senior citizens in Albuquerque and Bernalillo County. Federal pass thru funding is $1,275,000 and indirect overhead of $5,508 which is available in the Transfer to Operating Grants Fund (265) program in the General Fund.
AAA - COVID-19 FFCRA 433,316
The above appropriation is from the New Mexico Aging and Long-Term Services Department, COVID-19 Families First Coronavirus Response Act (FFCRA), to serve the needs of the elderly citizens in Albuquerque/Bernalillo County and respond to the Coronavirus Emergency by providing OAA services related to the emergency.
Parks and Recreation Department

The above appropriation includes $5,000 from United States Tennis Association Southwest to assist with purchase tennis related items and equipment and reopening of Jerry Cline Tennis Court.
Police Department
Coronavirus Emergency Supplemental Funding Program 1,644,717
The above appropriation from the Department of Justice, Bureau of Justice Assistance, to prevent, prepare for, and respond to the coronavirus and utilized for personnel costs, equipment, supplies and contractual services. Federal funding is $1,644,717 and includes indirect overhead of $51,942.
Senior Affairs Department
Families First Coronavirus Relief Act (FFRCRA) 492,430
The above appropriation includes supplemental funding from the New Mexico Aging and Long-Term Services Department, COVID-19 Families First Coronavirus Response Act (FFCRA), to continue to provide services to the senior population.
Section 7. The City of Albuquerque previously held monies in the Agency Fund 820. Governmental Accounting Standards Board (GASB) issued GASB Statement 84 to change the requirements for funds to continue to be held in an Agency Fund, now known as a Custodial Fund. All balances previously held in Fund 820 were reviewed against the eligibility requirements presented in GASB 84 to remain in the Custodial Fund and all monies that are not being held in a custodial capacity are being transferred to other City funds. That the following appropriations are hereby adjusted to the following programs based on transfers from Agency Fund 820 and are to be used for operating City government in Fiscal Year 2020:
