RENAMING THE FOUR HILLS PARK IN FOUR HILLS VILLAGE TO THE ED BARSIS PARK AT FOUR HILLS VILLAGE (LOCATED AT RUNNING WATER CIRCLE SOUTHEAST AND STAGECOACH ROAD SOUTHEAST) TO HONOR EDWIN BARSIS, AN ESTEEMED AND EFFECTUAL FOUR HILLS VILLAGE LEADER WHO EARNESTLY CHAMPIONED THE FOUR HILLS NEIGHBORHOOD AND THE CITY OF ALBUQUERQUE.

WHEREAS, Ed Barsis was well known for promoting Four Hills Village values in the Albuquerque community. Barsis wanted the best for Four Hills Village, following through with visions for a neighborhood park for children and families, creating mutual and healthy relationships with the Albuquerque Police Department, as well as improving the roads and grounds, and solving security issues; and

                                          WHEREAS, because of Ed Barsis’ devotion to building up the Four Hills Village reputation as a safe and desirable Albuquerque neighborhood, it is desirable to honor his memory and contributions. He worked to unify the neighborhood, working with State and local municipalities to serve Four hills Village; and

WHEREAS, Ed Barsis was creator and the first President of the Four Hills Village Neighborhood Association, pursuing a goal to preserve Four Hills Village as a secluded and remarkable neighborhood in the southeast quadrant of Albuquerque, giving a voice to the residents and community who shared the same vision; and

                                          WHEREAS, residents expressed a need for a park in the neighborhood, and Ed Barsis spurred the project of the Four Hills Village park and continued efforts to provide a safe, child-friendly nearby area for families; and

WHEREAS, Ed Barsis’ diplomatic contributions also expanded nationally as he represented Sandia National Laboratories on programmatic and policy issues to other companies, U.S. agencies, and foreign governments; and

                                          WHEREAS, Ed Barsis contributed to the field of engineering physics, working at Sandia National Laboratories in Albuquerque and led an effort in parallel computing, receiving national attention in the New York Times, which resulted in worldwide acceptance of the technology and the development of the largest supercomputer in the world, representing a great achievement for the city of Albuquerque; and

                                          WHEREAS, Ed Barsis exemplified citizenship by representing participating organizations in the appropriate forums, engaging with elected officials, actively participating in local government; and

                                          WHEREAS, Ed Barsis, an honorable veteran of the U.S. Army, dedicated years of service to Albuquerque and the Four Hills Village residents and worked closely with the City of Albuquerque, inspiring others to continue efforts to promote Four Hills Village as a secure, desirable neighborhood in harmony with the beauty that is the east gateway of Albuquerque.

                     BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

                                          Section 1.                     The City Council deems it appropriate and in the public interest to recognize Edwin (Ed) Barsis’ contributions to enhancing the Four Hills Village, creating a safe and family-friendly neighborhood and establishing a public park on Albuquerque’s Southeast side.

Section 2.                     That the Four Hills Village Park be renamed the Ed Barsis Park at Four Hills Village.
