ADJUSTING FISCAL YEAR 2020 GENERAL FUND APPROPRIATIONS TO ESTABLISH A CORONAVIRUS COMMUNITY SUPPORT AND RECOVERY FUND.

WHEREAS, on March 11, 2020 Governor Michelle Lujan Grisham issued Executive Order 2020-004, Order Declaring a State of Public Health Emergency relating to the spread of COVID-19; and

WHEREAS, in subsequent weeks the New Mexico Department of Health has issued orders limiting public gatherings and requiring non-essential businesses to close or limit business activity; and

WHEREAS, the New Mexico Department of Workforce Solutions reports that more than 17,000 New Mexico workers filed for unemployment benefits since the crisis began, and that the secretary of the Department of Workforce Solutions reports that the department is anticipating as many as 67,000 new applications related to COVID-19; and

WHEREAS, US Census estimates that almost 1-in-5 Albuquerque residents already lived below the poverty line before the COVID-19 crisis; and

                     WHEREAS, the unanticipated loss of income and job-related health care amongst thousands of other residents adds many more individuals and families to the list of those most at-risk due to the loss of personal income, the decreasing availability of support services, continuing bills, and unanticipated health costs; and

WHEREAS, the City of Albuquerque has a robust and well-integrated community of non-profit, faith-based and volunteer organizations providing services to those most at-risk, but that those organizations face their own financial challenges to provide services to existing or expanded client needs; and

WHEREAS, Congress recently passed, and the President enacted, the CARES Act that provides for federal reimbursement of local expenditures related to COVID-19 not appropriated in the most recent municipal budget; and

WHEREAS,  the City Council desires to reallocate previously budgeted funds for COVID-19 needs, including but not limited to grants to non-profits providing food, shelter, and health services for low-income and at-risk residents whose economic situation has been negatively impacted by the 2020 COVID-19 pandemic; and

WHEREAS, the City Council, through Resolution R-19-211, approved the release of $1.192 million of general fund reserves and appropriated the amount to the Office of the City Clerk to pay for election costs related to the election, and a portion of these funds have not yet been expended and are available for re-appropriation. 

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

                     SECTION 1.  That the amount of $500,000 is hereby unreserved from the Operating Reserve Fund for the City of Albuquerque for Fiscal Year 2020.

                     SECTION 2.                      That the following amounts are hereby adjusted to the funds and program strategies as indicated for Fiscal Year 2020:

The full amount of this appropriation is designated for contractual services agreements to non-profit and governmental organizations to provide food, shelter, and health services for low-income and at-risk residents whose economic situation has been negatively impacted by the 2020 COVID-19 pandemic, to be referred to as the Coronavirus Community Support and Recovery Fund. Further, applicants shall be encouraged to spend funds locally where practical.  The fund is not subject to rededication of budget allocations provisions of O-20-4.

                     SECTION 3.    A Coronavirus Community Support and Recovery Fund Oversight Committee is hereby created to evaluate funding requests and recommend approval of related contracts, comprised of the following three members: two City Councilors, designated by the Council President, and the Chief Financial Officer or his/her designee.

The Committee will be responsible for establishing an online application process for fund requests, and special purchasing provisions to allow for expedited issuance of contracts recommended by the Oversight Committee, subject to final City Council approval.

The Committee will consider recommendation of awards to achieve economic, demographic and social equity.

                     SECTION 4.  The Coronavirus Community Support and Recovery Fund Oversight Committee shall post and/or publish an online application process for fund requests within seven days of the effective date of this Resolution.

SECTION 5.  EMERGENCY MEASURE; EFFECTIVE DATE.  This resolution is passed and approved as an emergency measure and takes effect immediately upon adoption.
