ESTABLISHING A PROCESS TO GATHER AND INCLUDE NEIGHBORHOOD INPUT IN THE DEVELOPMENT OF THE CAPITAL IMPROVEMENT PROGRAM OF THE CITY OF ALBUQUERQUE.
WHEREAS, it is the policy of the City of Albuquerque that the Capital Improvement Program supports the Albuquerque/Bernalillo County Comprehensive Plan and adopted growth policies for urban development and conservation; and
WHEREAS, in the past, the Capital Improvement Program (CIP) planning process included the solicitation of input from the community for area specific capital priorities through a series of neighborhood meetings and town halls; and this input was considered during the development of the program through a collaborative effort between the City Council and Mayoral Administration; and
WHEREAS, the CIP process includes consideration and ranking of capital projects by a Staff Committee comprised of staff from respective City departments; and then further review by the CIP Committee, which includes members of both the Administration and City Council Staff. The CIP Committee then makes its final recommendations to the Mayor for the proposed plan that is submitted to the City Council for final adoption; and
WHEREAS, the Mayor and City Council rely on input from their constituents to assist in the prioritization of capital projects within Council Districts and the City as a whole; and
WHEREAS, the development of the City's CIP Plan should include the identification of short-term, mid-term and long-term capital needs of the City.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
