AMENDING THE ADOPTED CAPITAL IMPLEMENTATION PROGRAM OF THE CITY OF ALBUQUERQUE BY APPROVING NEW PROJECTS FROM THE PROCEEDS OF CITY OF ALBUQUERQUE, NEW MEXICO GROSS RECEIPTS TAX/LODGERS’ TAX REFUNDING AND IMPROVEMENT REVENUE BONDS SERIES 2019A.
WHEREAS, the Capital Implementation Program of the City of Albuquerque is governed by the requirements established under Section 2-12-4 ROA, 1994, which provides for amendments to the approved program; and
WHEREAS, the City just hosted a very successful National Senior Games with an estimated $34 million dollars in local impact; and
WHEREAS, the City wants to continue to attract regional and national recreational tourism and conventions; and
WHEREAS, sports and sport tourism is a major part of the City’s effort to recruit large conference and events to Albuquerque; and
WHEREAS, the Council adopted Ordinance O-19-77 which authorized the issuance and sale of a maximum amount of $29,000,000 of City of Albuquerque, New Mexico Gross Receipts Tax/Lodgers’ Tax Refunding And Improvement Revenue Bonds Series 2019A for various capital projects; and
WHEREAS, the Gross Receipts Tax Improvement Revenue Bonds authorized by O-19-77 will be priced and sold on or about October 16, 2019, with final terms of the bonds to be approved by a sale certificate; and
WHEREAS, the City Council wishes to make immediately available the bond proceeds for the capital projects appropriated in O-19-77; and
WHEREAS, establishing project scopes for these projects are timely and necessary for the City to serve its citizens.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
SECTION 1. That the following appropriations are hereby made to the specific projects as indicated.

Isotopes Park Lodgers’ Tax Fund 1,000,000
The scope of the project is to plan, design, construct, furnish and equip and otherwise improve, including but not limited to netting, field improvements, and concession stands at Isotopes Park.
Convention Center Lodgers Tax Fund 3,000,000
Misc Revenue Non-tax 1,500,000
The scope of the project is to plan, design, construct, furnish and equip and otherwise improve, including but not limited to, elevators, skylights, digital signs, and the Kiva auditorium at the Convention Center.
Los Altos Park Lodgers’ Tax Fund 10,000,000
The scope of the project is to plan, design, construct, furnish and equip and otherwise improve, including but not limited to, restructuring, improving, and construction of new ball fields for regional tournaments, designing and constructing a new BMX pump track, skate park renovations, lighting, netting, and concession improvements to the Los Altos Park.
Balloon Landing Sites Lodgers’ Tax Fund 2,500,000
The scope of the project is to acquire property to preserve balloon landing sites across the City of Albuquerque.
Multi-Use Soccer Facility Lodgers’ Tax Fund 3,500,000
The scope of the project is to plan, design, construct, furnish and equip a multi-use soccer facility at a site evaluated by the City Council and Administration
including, but not limited to, fields, bleachers, concession area, and locker rooms.
Jennifer Riordan Spark Kindness Complex Lodgers’ Tax Fund 3,000,000
The scope of the project is to plan, design, construct, furnish and equip and otherwise provide for improvements to the Jennifer Riordan Spark Kindness Sports Complex, including, but not limited to, construction of a new field, signage, shade structures, site improvements, and portable fencing to host little league games.
Downtown Innovation Dist. Connection Lodgers’ Tax Fund 2,000,000
The scope of the project is to acquire property, plan, design, and construct a multi-use trail to improve pedestrian and bicycle access connecting Downtown, EDO, and the Innovation District to the Convention Center and downtown hotels.
Indoor Track Lodgers’ Tax Fund 2,500,000
The scope of the project is to purchase and install an indoor running track to host multiple indoor track and field events at the local, collegiate, and professional level in partnership with the University of New Mexico.
Westside Visitor Center Lodgers’ Tax Fund 1,000,000
The scope of the project is to acquire property, plan, design, construct, equip, and furnish a visitor center located at the West Central interchange with I-40 in partnership with Bernalillo County and the State of New Mexico.
Northwest Mesa Gateway Lodgers’ Tax Fund 500,000
The scope of the project is to plan, design, and construct a gateway entrance into the Northwest Mesa and access to the Petroglyph National Monument.
Surplus Capital Misc Revenue Non-tax (1,500,000)
