APPROVING AND AUTHORIZING THE FILING OF GRANT APPLICATIONS AND THE ACCEPTANCE OF POTENTIAL GRANT AWARDS FOR MULTIPLE CITY DEPARTMENTS FROM ASSOCIATED GRANTOR AGENCIES AND PROVIDING FOR AN APPROPRIATION TO THE CITY OF ALBUQUERQUE.
WHEREAS, any application or proposal for a federal or state grant must be submitted to the City Council for review and approval; and
WHEREAS, in order to speed the availability of grant funding for critical City programs and to improve the efficiency of the grant application process, the following departments submit for approval a consolidated list of potential awards: Albuquerque Fire Rescue, Albuquerque Police Department, Family and Community Services, Solid Waste, and Transit; and
WHEREAS, potential grant funds in the approximate amount of $32,080,672 will be used to pay for various programs that further the goals of each department and contribute to the wellbeing of the citizens of Albuquerque; and
WHEREAS, the City of Albuquerque is desirous of accepting these funds for which funding of $6,601,810 in City funds will be appropriated and available beginning in the Fiscal Year 2020 for the purpose of meeting grant cash match and indirect overhead requirements.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. That the list of estimated grant awards is hereby made a part of this resolution, is hereby approved and its submission and filing with the appropriate official or office of the respective granting agency is in all respects approved.
Section 2. That upon award, estimated funds from the respective granting agencies listed and the appropriate City cash contributions for the purpose of indirect, FICA or cash match are hereby appropriated to the respective departments in the specified funds beginning in Fiscal Year 2020.
Section 3. That upon award, funds in the amount of $38,682,483 consisting of $32,080,672 from granting agencies (which includes $767,594 for IDOH) and a local match of $6,601,810 (which includes $367,030 in IDOH) are hereby appropriated to the departments and funds specified in Section 5 beginning in Fiscal Year 2020, which includes $4,053,875 from the Fiscal Year 2020 Transfer to Operating Grants Program from the General Fund 110 appropriated to the Operating Grants Fund 265, $1,659,444 from the Transit Capital Implementation Program Fund 305 appropriated to the Transit Capital Grants Fund 665, and $888,491 from the Transit Operating Grant Fund 661 appropriated to the Transit Grants Fund 663.
Section 4. In the event that departments receive additional grants not listed below or the City cash contributions exceed the appropriated $6,601,810, departments will be required to submit separate legislation.
