DIRECTING THE TRANSIT DEPARTMENT TO EVALUATE AND PRIORITIZE PROVIDING COMMUTER TRANSIT SERVICE TO THE NATION NUCLEAR SECURITY ADMINISTRATION FACILITY AT EUBANK BLVD SE AND SOUTHERN BLVD SE TO ALIGN WITH THE FACILITY OPENING.

WHEREAS, the US Department of Energy, Nation Nuclear Security Administration (NNSA) has operated more than 25 facilities at Kirtland Air Force Base since 1951; and

WHEREAS, in 2018 the NNSA broke ground on a new $175 million, 334,000 square foot facility at Eubank Blvd SE and Southern Blvd SE where more than 1,200 federal employees and contractors of NNSA will consolidate their work; and

WHEREAS, consolidating workspaces in this single site allows for the streamlining of transportation options for their workforce, and a large number of employees already use Albuquerque Transit and more are expected to do so at the new worksite; and

WHEREAS, the building is seeking LEED Gold certification and access to reliable commuter public transit routes helps NNSA achieve this standard; and

WHEREAS, Albuquerque Transit already provides nearby commuter access via Route 98 and other routes serve the base area currently, and the City desires to increase the use of public transit.

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

Section 1. The City of Albuquerque is committed to providing commuter public transit service to the new NNSA facility by the first year of operation, current expected for 2021.

Section 2. The Transit Department shall evaluate options and draft a plan to provide commuter transit service to the new NNSA facility to align with the facility opening, estimated in 2021, to be presented to the Council by July 1, 2019.
