UTILIZING AVAILABLE GENERAL FUND BALANCE TO PURCHASE A POLICE HELICOPTER AND TO OBTAIN CELLULAR PHONE SERVICE FOR ALL SWORN POLICE OFFICERS; PROVIDING AN APPROPRIATION IN FISCAL YEAR 2019.

WHEREAS, the Albuquerque Police Department owns and operates an EC120B (H120) helicopter that is not well suited for operation during the 5 warmer months of the year due to Albuquerque’s high altitude; and

WHEREAS, the H120 helicopter is due for significant and costly maintenance including parts replacements required under FAA aircraft maintenance guidelines; and

                     WHEREAS, a new, more reliable aircraft is needed to locate and apprehend criminals in a safer manner than pursuit using police vehicles; and

WHEREAS, the APD Air Unit has researched helicopters and found a solid candidate aircraft platform to purchase, one that is both suitable for performance in a “high and hot” environment and cost effective to operate; and

WHEREAS, cellular phone service is now necessary for all Sworn Officers of the Albuquerque Police Department to access a language interpreting phone line, in accordance with its Limited English Proficiency Plan as required by the United States Department of Justice; and

WHEREAS, partial funding for the officer cellular phone service has been appropriated in Fiscal Year 2019, but additional funds are needed; and

WHEREAS, available, uncommitted, General Fund balance has been identified - fund balance that is beyond what was projected - from additional non-recurring GRT revenue.

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

                     Section 1. The following amounts are hereby appropriated to the respective programs for operating City government during Fiscal Year 2019:

GENERAL FUND - 110

Police Department

                     Neighborhood Policing                                                                                                                                                   65,000

                     Transfer to Capital Acquisition Fund (305)                                                                                    5,200,000                     

CAPITAL ACQUISITION FUND - 305

Police Helicopter                                                                                                                                                                        5,200,000

                     Scope:  purchase, repair, and equip police aircraft.
