TO ACQUIRE PROPERTY, PLAN, DESIGN AND CONSTRUCT A SINGLE-SITE SUPPORTIVE HOUSING PROJECT FOR PERSONS WHO ARE SUFFERING FROM BEHAVIORAL HEALTH ISSUES AND IN NEED OF HOUSING, AND ADJUSTING DEPARTMENT OF FAMILY AND COMMUNITY SERVICES FISCAL YEAR 2018 CITY HOUSING FUND APPROPRIATIONS.
WHEREAS, F/S R-18-32 (Enactment No. R-2018-037) directed the Administration to submit a recommendation of award for the Department of Family & Community Services' Request for Proposals (RFP) to acquire property, plan, design and construct a single-site supportive housing project for persons who are suffering from behavioral health issues and in need of housing to Council for introduction no later than the August 6, 2018 City Council meeting; and
WHEREAS, the Department of Family & Community Services issued an RFP on May 8, 2018 with a deadline of June 4, 2018, to which it received one response; and
WHEREAS, a Selection Advisory Committee was convened on June 7, 2018 and made a recommendation of award to the department Director; and
WHEREAS, the Department of Family & Community Services issued a Notice of Award to the respondent, St. Martin's Hopeworks/YES Housing Inc. (SMHYH), on June 25, 2018 and has proceeded to negotiate a development agreement with the Project Team; and
WHEREAS, SMHYH has been awarded $4,930,000 in other non-City funding contingent approval of matching funds by August 31, 2018; and
