DIRECTING THE PLANNING DEPARTMENT TO CONVENE A COMMITTEE OF PUBLIC AND PRIVATE ENTITIES TO CONDUCT AN ANALYSIS OF THE 2018 INTERNATIONAL ENERGY CONSERVATION CODE WITH INTENTIONS TO REPLACE THE CURRENTLY ADOPTED 2009 ENERGY CONSERVATION CODE.
WHEREAS, the State of New Mexico regularly updates their Uniform Administrative Code to be consistent with the International Code; and
WHEREAS, the City of Albuquerque regularly updates their Uniform Administrative Code to be consistent with the State of New Mexico's adopted building codes; and
WHEREAS, when the City replaced its own Energy Conservation Code with the 2009 New Mexico Energy Conservation Code via O-11-65, the argument was made that the state code was more aligned with best practices than the city code; and
WHEREAS, of all the sections in the City's Uniform Administrative Code, the Energy Conservation Code is the most outdated portion; and
WHEREAS, the City and the State of New Mexico utilize the 2009 International Energy Conservation Code; and
WHEREAS, the International Code Council has now adopted a 2018 International Energy Conservation Code; and
WHEREAS, the City has made several policy decisions over the last few years to become a more energy-efficient city; and
WHEREAS, there was discussion at the April 17, 2017 City Council meeting that a participatory process with various stakeholders would be the best path forward in adopting an updated energy conservation code; and
