title

Adopting The Alameda Drain & Trail Master Plan To Guide The Development Of A Multi-Use Trail Along The Alameda Drain (Benton)

body

ADOPTING THE ALAMEDA DRAIN & TRAIL MASTER PLAN TO GUIDE THE DEVELOPMENT OF A MULTI-USE TRAIL ALONG THE ALAMEDA DRAIN.

WHEREAS, the City of Albuquerque, in partnership with Bernalillo County, the Middle Rio Grande Conservancy District (MRGCD), and the Albuquerque Metropolitan Arroyo Flood Control Authority (AMAFCA), commissioned a Master Plan for the development of a multi-use trail along the Alameda Drain; and

WHEREAS, the overall intent of the Alameda Drain & Trail Master Plan is to enhance the historic drainage way, creating a shared use path that works in conjunction with the Alameda Drain and resulting in a more cohesive, aesthetic corridor; and

WHEREAS,  the Alameda Drain & Trail Master Plan provides a framework for improvements along the nine-mile corridor that runs from Interstate 40 to the northern end of 2nd Street; and

WHEREAS, the plan guides development of a well-connected, enjoyable, and comfortable multi-use trail along the Alameda Drain; and

WHEREAS, Bernalillo County has funding to complete construction of a portion of the trail within the unincorporated areas of the plan, from Montaño Road to Osuna Road; and

WHEREAS, the City is committed to seeking funding for portions of the trail within City limits; and

WHEREAS, the majority of MRGCD ditches and drains in Bernalillo County are accessible and open to the public and the proposed trail along the Alameda Drain would continue the trend of enhancing the greenways along the channel as a recreational corridor; and

WHEREAS, recreational uses along MRGCD facilities have increased and benefit local communities; and

WHEREAS, people use trails for a variety of activities, including recreation, commuting, exercise, and utilitarian travel and the area adjacent to the Alameda Drain is regularly used for these purposes by the public; and

WHEREAS, establishing a formal trail and other amenities will reduce risks faced by these users and help prevent damage to drain banks and MRGCD facilities; and

WHEREAS, the Alameda Drain & Trail Master Plan is consistent with the applicable goals and policies of the Albuquerque/Bernalillo County Comprehensive Plan, the Major Open Space Facility Plan, the Facility Plan for Arroyos, the Bikeways & Trails Facility Plan, and the Complete Streets Ordinance.

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

Section 1.  The Alameda Drain & Trail Master Plan (attached hereto as Exhibit A) is hereby approved and adopted.

Section 2.  The Alameda Drain & Trail Master Plan shall be considered the current policy document for the development, maintenance and improvement of the Alameda Drain trail.
