DESIGNATING FISCAL YEAR 2015 GENERAL FUND APPROPRIATIONS FOR SUPPORTIVE HOUSING AND CASE MANAGEMENT SERVICES; AUTHORIZING THE MAYOR TO ENTER INTO SOCIAL SERVICES AGREEMENTS WITH THE NEW MEXICO SUPPORTIVE HOUSING COALITION AND ALBUQUERQUE HEALTH CARE FOR THE HOMELESS; AUTHORIZING THE MAYOR TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH BERNALILLO COUNTY TO COORDINATE HOUSING AND CASE MANAGEMENT SERVICES; AND DIRECTING THE DEPARTMENT OF FAMILY AND COMMUNITY SERVICES TO ISSUE A REQUEST FOR PROPOSALS FOR ADDITIONAL SERVICES TO ASSIST ALBUQUERQUE RESIDENTS WITH BEHAVIORAL HEALTH NEEDS.
WHEREAS, the City Council appropriated funds in C/S R-14-47 for Fiscal Year 2015 to provide case management and other supportive services for homeless persons; and
WHEREAS, there remains a balance of $1,125,000 within this appropriation; and
WHEREAS, the City Council unanimously approved F/S R-14-73 wherein the Council committed to a collaborative effort with the County of Bernalillo to improve services for persons who are being released from the Metropolitan Detention Center and are homeless and experiencing mental health issues; and
WHEREAS, the City Council unanimously approved M-14-5, creating a Task Force to discuss funding opportunities and to propose recommendations to address the issues surrounding and concerning mental health issues; and
WHEREAS, the City Council unanimously approved F/S R-14-55 commissioning a study to assess the gaps in City, County and State funding for mental health services; and
WHEREAS, the Behavioral Health Task Force evaluated areas of critical needs to address the behavioral health crisis and prioritized a crisis stabilization center, intensive case management and supportive housing as the most urgent of issues; and
WHEREAS, the Gaps Analysis conducted by the University of New Mexico/Center for Education Policy Research estimated that 151,000 residents of Bernalillo County have mental illness and/or substance use disorders and could benefit from treatment, yet there are few agencies providing the more intensive levels of treatment needed.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. That those funds in the amount of Five Hundred Thousand Dollars ($500,000) previously appropriated in C/S R-14-47, Exhibit A "Supportive Services to the Homeless/to be determined" are hereby designated to implement a program to assist persons being discharged from the Metropolitan Detention Center who are homeless and mentally ill as follows: $100,000 for intensive case management and related services, $336,000 for supportive housing services and $64,000 for a Project Coordinator.
Section 2. That the Mayor is authorized to enter into a Social Services Agreement with Albuquerque Healthcare for the Homeless in the amount of $100,000 for intensive case management services and a Social Services Agreement with the New Mexico Supportive Housing Coalition in the amount of $336,000 for supportive housing services; and
Section 3. That the Mayor is authorized to enter into an Intergovernmental Agreement with Bernalillo County to create a collaborative partnership defining the roles and responsibilities of each party, the City and the County, in effectively serving those persons who are being released from incarceration and can be successfully transitioned into the community with the services designated in Section 1 of this resolution.
Section 4. That the Department of Family and Community Services shall release a Request for Proposals, the total amount up to $625,000, to solicit responses to provide the services determined to be in the most critical areas of need as prioritized by the Behavioral Health Task Force: A crisis stabilization center, intensive case management and supportive housing services.
