AMENDING CHAPTER 2, ARTICLE 11, ROA 1994, CITY BUDGET, TO ALLOW FOR THE CARRYOVER OF GENERAL FUND RESERVES INTO SUBSEQUENT FISCAL YEARS WHEN THE RESERVES RELATE TO SALARY INCREASES OR EQUIVALENT BENEFITS FOR EMPLOYEES COVERED UNDER COLLECTIVE BARGAINING UNITS.
BE IT ORDAINED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
SECTION 1. THAT A NEW SECTION IS HEREBY ADDED TO CHAPTER 2, ARTICLE 11, ROA 1994, CITY BUDGET, TO READ AS FOLLOWS:
? 2-11-20 CARRYOVER OF GENERAL FUND RESERVES THAT RELATE TO SALARY INCREASES OR EQUIVALENT BENEFITS FOR EMPLOYEES COVERED UNDER COLLECTIVE BARGAINING UNITS.
At the end of each fiscal year, any outstanding amount of General Fund Reserves designated for employee salary increases or equivalent benefits that results from unsuccessful labor negotiations shall be carried forward into subsequent fiscal years until such time as the collective bargaining process is successful in reaching new labor agreements and providing the intended salary increases and/or benefits. Funding for the negotiated salary increases and/or benefits shall be appropriated beginning on the effective date of the new labor agreements. If new labor agreements become effective later than July 1st of a respective fiscal year, an amount equivalent to the salary and benefits reserve remaining for the period between July 1st of that fiscal year and the effective date of the labor agreements shall be appropriated for a one-time bonus to the covered employees.
