ADOPTING THE CITY OF ALBUQUERQUE NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM (NTMP) POLICY MANUAL BY REFERENCE AS THE TRAFFIC CALMING POLICY FOR THE CITY OF ALBUQUERQUE; RESCINDING RESOLUTION-03-314, ENACTMENT NO. 115-2003.
WHEREAS, the City of Albuquerque has established the Neighborhood Traffic Management Program (NTMP) for the purposes of addressing traffic safety and nuisances on local and collector streets; and
WHEREAS, the City of Albuquerque adopted a Neighborhood Traffic Management Policy Manual in 2003 which provided the administrative, organizational and enforcement rules and regulations; and
WHEREAS, the primary measures identified in the 2003 Neighborhood Traffic Management Policy Manual to calm traffic were speed humps and the City recognizes that other tools and methods to provide traffic calming are evolving; and
WHEREAS, in 2009, the City implemented a study to review effective measures used in other jurisdictions and held public meetings in each quadrant of the City soliciting public input; and
WHEREAS, the resulting recommendations from the study and the public input meetings were formulated as a policy titled Streets and Traffic Enhancement Program (STEP); and
WHEREAS, the Council's Land Use, Planning and Zoning Committee has recommended retaining the original Neighborhood Traffic Management Program name for the Policy Manual.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
