REAFFIRMING THE POLICY OF THE CITY OF ALBUQUERQUE THAT THE CONSTRUCTION OF A ROUNDABOUT AT RIO GRANDE AND CANDELARIA IS A CITY PROJECT; AMENDING ATTACHMENT 1 OF RESOLUTION-13-128 TO INCREASE FUNDS FOR THE RIO GRANDE BOULEVARD AND CANDELARIA SAFETY IMPROVEMENTS PROJECT.
WHEREAS, in 2008 the City of Albuquerque completed a study to improve intersection safety at the Intersection of Candelaria Road and Rio Grande Boulevard, and proposed a roundabout as the most effective solution; and
WHEREAS, in 2009 the City of Albuquerque received a grant of Federal Highway Safety Improvement Program Funds (HSIP) to construct the roundabout, as project CN: A300650 and completed 95% of the design by 2012; and
WHEREAS, in 2010 the City Council added the project to the list of Transportation Improvement Projects that are awarded federal grants; and
WHEREAS, in 2014 the City applied for and was awarded an extension of the HSIP Grant for $1,760,000 and includes required matching funding provided by the New Mexico Department of Transportation; and
WHEREAS, the City completed an updated study of the intersection in July 2013 that recommended interim measures, continuing monitoring of the intersection and that a roundabout not be excluded from consideration as it remains a superior safety measure; and
WHEREAS, there have been 11 crashes at the intersection of Rio Grande and Candelaria since data was collected for the updated intersection study, two since December of 2013 resulting in multiple inj...
