ESTABLISHING A MEANS FOR OPEN AND TRANSPARENT ELECTION FINANCING FOR MUNICIPAL ELECTIONS; DIRECTING THE CITY CLERK TO PROVIDE SEARCHABLE FINANCIAL REPORTS AND A LINK TO EACH CANDIDATE'S AND MEASURE FINANCE COMMITTEE'S FINANCIAL REPORTS ON THE CITY'S WEBSITE.
WHEREAS, the filing of election finance reports is a requirement of the City's municipal election process as set forth in the City Charter; and
WHEREAS, the City is at the forefront of open government and transparency; and
WHEREAS, the finance reports provide information that should be easily accessible to the public to ensure public trust in the municipal election process; and
WHEREAS, the election finance reports should be easy to locate or search on the City's website; and
WHEREAS, candidates and Measure Finance Committees are already required to submit information and updates electronically, so it should not be burdensome to provide easy access to those reports.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. For the purpose of open and transparent election financing, the City Clerk and the City's Information Technology Services Division shall provide on the City's website home page a link to the financial reports for municipal candidates and Measure Finance Committees. Such reports shall be available for each candidate and each Measure Finance Committee and shall be updated daily. Reports shall be searchable and in at least one searchable format.
